SUMMARY:
The purpose of this position is to manage the training program within the unit maintenance organization. This program includes but is not limited to: on-the-job (OJT); civilian training requirements; retraining; formal school; instructional systems development (ISD); professional military education; ancillary training; unit training planning; providing technical guidance and assistance to managers and supervisors within maintenance on all aspects of the training programs; and training newly assigned personnel as well as those within maintenance functions.

DUTIES:

  • Assists in planning, directing, and controlling the maintenance training program.
  • Initiates and conducts a testing program for maintenance technicians to determine specific training needs.
  • Performs work regarding conducting formal staff and informal visits to organizations within unit(s).
  • Administers, counsels, and provides recommendations on tests and test results.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.

SPECIALIZED EXPERIENCE FOR EXTERNAL CANDIDATES: Applicant must have one (1) year of specialized experience for GS-1702-07 level positions which practical knowledge of specialized personnel training methods, regulations, principles or concepts to carry out limited technical projects. The incumbent must be competent in interviewing, analytical, and writing skills used in connection with moderately complex personnel training subjects and techniques. Knowledge of the format, content, and uses of the military personnel records to independently process military personnel transactions which present complex and unusual procedural or substantive issues. This definition of specialized experience is typical of work performed at the GS-06 grade/level position or equivalent in the federal service.

EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Knowledge of Air Force mission and training methods, policies, procedures, regulations, instructions, and documentation requirements.
2.Knowledge of training goals and objectives to assist in the management and implementation of training goals for the maintenance unit(s).
3.Knowledge of methods and procedures for conducting unit training studies.
4.Knowledge of and skill in using various office automation software programs, tools, and techniques to support office operations, retrieve, analyze, and input data, and prepare reports sufficient to determine adequacy of program and /or deficiencies and maintain accurate files. A qualified typist is not required.
5.Knowledge of the organization's operations and functions sufficient to forecast maintenance training, and schedule training/testing to enhance proficiency and maintain training requirements and records.
6.Ability to communicate effectively, both orally and in writing sufficient to perform presentations, administer training, and coordinate with all levels of leadership to ensure accomplishment of training program objectives.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
