Help

The primary purpose of this positions is: To serve as the Chief of Staff for the Joint Navigation Warfare Center (JNWC), leading and directing the activities of the staff functions encompassing Information Management, Safety, Personnel Management, and Resource Programming and Execution.

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Chief of Staff planning, organizing, and overseeing the activities of the Joint Navigation Warfare Center (JNWV).
  • As SME represents the JNWC to headquarters and external customer.
  • Manages the JNWC special staff functions.

  • Work is normally performed in an office environment with periodic requirements to work in field conditions for up to several weeks at a time.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Subject to Temporary duty Assignment (TDY): Approximately 30 days per year.

  • Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to at least the NH-03 equivalent to the next lower grade (GS-13) (may have been obtained in the federal service, military, or private sector). Specialized experience is described as: Specialized experience is described as: In depth knowledge of Navigation Warfare and Positioning, Navigation, and Timing operations and concepts as they relate to warfighting operations. Extensive understanding of department wide resources as they apply to developing NAVWAR solutions for the warfighter. Extensive understanding of department wide resource allocation processes, the federal interagency structure and scope of operations, joint and coalition operations, and coalition treaties and agreements. Working knowledge of advance management and organization principles and practices to be used in conjunction with comprehensive knowledge of JNWC operations to develop and implement integrated approaches and solutions to substantive concerns and issues.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • In-depth knowledge of Navigation Warfare and Positioning, Navigation, and Timing operations and concepts as they relate to warfighting operations. Extensive understanding of department wide resources as they apply to developing NAVWAR solutions for the warfighter. Extensive understanding of Department of Defense resource allocation processes, he federal interagency structure and scope of operations, joint and coalition operations, and coalition treaties and agreements.
  • Working knowledge of advance management and organization principles and practices to be used in conjunction with a comprehensive knowledge of JNWC operations to develop and implement integrated approaches and solutions to substantive concerns and issues.
  • Knowledge of safety, security, and EEO regulations, practices, and procedure. Knowledge of and experience with DoD polices and procedure for information management, manpower and personnel management, resource management in the Planning, Programming and Budgeting system, and financial execution.
  • Skilled in leadership of the operational al employment of offensive and defensive NAVWAR, Space, and Cyber techniques throughout all levels of war, including responsive NAVWAR methods and techniques, and new approaches to solving a wide variety of NAVWAR problems. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues, and maintain goo working relationships with diverse groups and executive level command management
  • Ability to lead and participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization. proven ability to analyze, plan, and adjust work operation of one or more organizational segments to mee program requirements and objectives within available resource.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
