SUMMARY:

PRIMARY PURPOSE: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Leadership Education Branch in the Force Development Division. The Leadership Education Branch plans, develops, and directs advisory and support services for the Command's in-residence and distance learning Leadership Education Programs.

DUTIES:

  1. Plans, organizes, and oversees the activities of the Force Development Division, Leadership Education Branch, ensuring that the Command's Leadership Education and Development Program complies with legal and regulatory requirements and meets customer needs.
  2. Exercises supervisory personnel management responsibilities.
  3. Represents the Force Development Division, Leadership Education Branch with a variety of installation and functional area organizations.
  4. Serves as a consultant and MAJCOM/USSTRATCOM level technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The position requires that the employee obtains and maintains a Top Secret Special Compartmented Information (TS/SCI) security clearance.

Qualifications

In order to qualify, you must meet the Specialized Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of Nuclear Enterprise polices, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to professional and leadership development; expert knowledge of the theories, principles, procedures and practices of military personnel, civilian and military education and training programs; expert knowledge of the Air Force Civilian Development Education policies and strategies; and knowledge of safety and security regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge of Nuclear Enterprise polices, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to professional and leadership development.
  2. Expert knowledge of the theories, principles, procedures and practices of military personnel, civilian and military education and training programs.
  3. Expert knowledge of the Air Force Civilian Development Education policies and strategies.
  4. Knowledge of safety and security regulations, practices, and procedures.
  5. Knowledge of the ICBM, B-2 or B-52 mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance on professional development education.
  6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
