Summary

The Supervisory Health System Specialist (Chief, Corporate Compliance) position is at the full performance level in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN), Station Health Care Systems (HCS) in the Director's Office Service line. The incumbent reports to the Medical Center Director and has daily contact with other members of the Executive Leadership Team to carry out the duties of this position.

Duties

Help

  • Provide guidance and counsel on incorporating compliance related activities into operations areas. 
  • Distribute written policies and procedures that promote commitment to compliance and address specific areas of potential fraud, such as billing, collections, and coding.
  • Conduct information flow and management of assignments between offices. 
  • Develop, coordinate and/or conduct audits and/or other evaluation techniques to monitor compliance and to assist in the reduction of identified problem areas.
  • Perform an annual system wide prioritized risk assessment, develops and/or provides effective education and training programs for all affected employees to mitigate identified risks, develops and/or performs auditing and monitoring of identified risk areas, including newly identified risks throughout the year; assists service lines departments in developing appropriate monitoring and auditing processes that mirror facility goals.
  •  Conduct investigation and remediation of system problems identified through the helpline, employee and patient communications, and interaction with professional counterparts. 
  •  Analyze audit results, develop educational tools to address audit findings, and recommend system changes, as appropriate.
  •  Identify and develop ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives; and develop new ways to resolve major administrative problems or plans the most significant administrative management aspects of professional or scientific programs.
  •  Develop administrative regulations or guidelines for the conduct of program operations or new criteria for measuring program accomplishments. 
  •  Assign work to staff and provide technical and policy direction to their efforts.
  •  Review completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the Office.
  • Initiate corrective measures for violations of OSHA standards and directs periodic inspections of the workplace.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Healthcare industry standards, as well as the laws and regulations governing business practices, privacy, research, records management, scheduling, consults, auditing, and investigations. Privacy/FOIA Program, Records Management Program, Conflict of Interest, and Compliance & Business Integrity (CBI) Program (which includes auditing, monitoring and creation of corrective action plan activities in the areas of coding, documentation, purchased care, exclusionary lists, conflict of interest, accuracy of patient registration. (must be in resume).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
