The Air Traffic Control Specialist (ATCS) applies experience and comprehensive knowledge of air traffic control procedures and operations as well as an understanding of FAA, ATO or other National Airspace Systems (NAS)programs, regulations, and missions. The ATCS performs complex, specialized air traffic control assignments. Uses expertise of air traffic operations, processes, and procedures to review, analyze and evaluate safety data from multiple sources to identify potential safety issues and/or hazards to include emerging and evolving system risks. Develops and provides recommendations to management for preventing and correcting safety issues. Performs audits, assessments, inspections to ensure continued NAS operational safety and for determining Air Traffic Organization (ATO) compliance with national directives and policy to ensure an acceptable level of safety is being maintained within the ATO and the National Airspace System (NAS). Incorporates safety management and aviation data management as part of an integrated surveillance and control architecture for As an authority in air traffic operations, approves request for proposed changes to the NAS.

Monitors all phases of air traffic operations and safety programs and provides input to improve system safety and, through the use of surveillance techniques. Investigates and assesses NAS operations and system so that newly identified hazards/risks and ineffective controls for system-wide safety issues are analyzed and mitigated, and safety performance can be measured and managed. Provides technical advice and guidance to senior level management regarding safety management, regulations, policies, processes and procedures, specifically in identifying safety hazards and risk mitigations in the NAS.

Contacts are internal and external to the agency. Collaborates with AOV counterparts, AVS colleagues, the Air Traffic Organization (ATO), and other internal and external entities. Represents AOV to agency stakeholders (internal and external) as a senior point of contact on projects and programs and communicates information to all levels and coordinate technical matters on behalf of AOV. Presents briefings to obtain consensus on air traffic policies and procedures.

Broad policies and objectives provide general guidance for completing work objectives but allow considerable discretion to develop new or innovative approaches. Draws on experience and knowledge as an ATCS to solve unusual problems. Plans own use of time and resources to accomplish objectives. Defines, organizes, and allocates resources to accomplish important work activities within established schedules.

Most work is performed independently, though work is subject to review by program officials and representatives of external entities for quality of results and compatibility with regional and national goals, conformance with established policies, and consonance with program objectives. Work is typically reviewed through status reports and at completion. The work contributes directly to the accomplishment of air traffic and other FAA objectives and the efficiency and effectiveness of air traffic operations.

To qualify for this position you must demonstrate in your application that you have experience as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made.

To qualify for the position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG-GS-13 in the Federal Service. Specialized experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience analyzing multiple sources to identify safety issues and emerging and changing risks and make recommendations to resolve safety issues.
