Help
  • Serves as the Contract Management office's subject matter expert for engineering and manufacturing and recommends updates to DCMA policies governing technical oversight, training and tools as required.
  • Exercises human capital oversight for the technical workforce to recruit, train and develop competencies necessary for mission accomplishment.
  • Establishes, directs, and monitors CMO engineering efforts to ensure efficient, effective contract administration in support of critical/complex ACAT I, II and III programs and sustainment contracts impacting Warfighter readiness.
  • Manages distribution of the CMO Engineering and Manufacturing workload, evaluating resource requirements, and contributing to and defending the Eng and Mfg portion of the CMO POM inputs.
  • Serves as senior managerial, advisory, and technical functional authority for the Engineering Group and is responsible for monitoring continuity of operations and providing leadership/direction for all aspects of the CMO’s engineering mission.
  • Reviews work products of subordinate staff and provides technical guidance.

Qualifications

To qualify for a Supervisory Industrial Specialist, your resume and supporting documentation must support A and B:

A. Critical Acquisition Position (CAP) Requirement: four (4) years of acquisition experience.

B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Experience leading a much-functional teams or group of people that manages contracts.
  • Applying manufacturing policies, regulations and techniques to support the Department of Defense (DoD) acquisitions enterprise.
  • Leading or providing oversight to personnel performing engineering & manufacturing operations in support of critical/complex programs and contracts; managing the evaluation of contractors, subcontractors, engineering & manufacturing processes, efforts, and products in accordance with contract terms and conditions and to influence behaviors to achieve desired outcomes.
  • Conveying complex information through formal and informal briefings/presentations for diverse audiences.

  • Obligated Position: This is an obligated position and occupancy is subject to the return of former incumbent. If former incumbent fails to return to the position, occupancy may become permanent.
  • For current permanent DCMA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE one year and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DCMA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Temporary/Time- Limited Appointment NTE one year, and extended in increments of up to one year, NTE a total of three years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion.

  • Acquisition, Technology & Logistics (AT&L) CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition Engineering and Technical Management, Practitioner certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.   • Mobility Agreement Required: This position may require extended temporary duty (TDY), or a permanent change in duty station (PCS) to any location within the Continental United States (CONUS). A signed mobility agreement to accept directed TDY or PCS is required. Failure to comply with the signed agreement may result in personnel separation in accordance with appropriate U.S. Office of Personnel Management regulations or may adversely affect career.
  • Supervisory Probation Required
