Duties

Help
  • Maintains a thorough, comprehensive understanding of the client/customer resources products and service techniques in order to effectively manage and coordinate DISA participation in the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Provides authoritative financial management and resource advice regarding the development of the customer's current and future years program and submission, budget estimates submissions, Information Technology Budget, and the President's Budget.
  • Provides authoritative interpretation of various DoD and DISA appropriated and/or working capital fund budget and accounting directives, memoranda and similar documentation as it relates to the client’s/customer's resources.
  • Provides specialized guidance and assistance to high level officials within OCFO and the client/customer in formulating and establishing accounting and budget plans, and utilizing policies, directives and implementation procedures.
  • Oversees inputs used for presentation and defense of DISA clients/customers budget submissions the through clients/customers Director and OCFO to the Office of Management and Budget, Office of the Under Secretary of Defense, (OUSD (D)) and Congress.
  • Monitors and analyzes Congressional, OMB, and OSD budget decisions to determine effect on programs during current, budget and future years and provides recommended actions to the customers Director and OCFO.
  • Directs and monitors the execution of the clients/customer's annual operating and capital budgets.

Qualifications

Time in Grade:

For the GS-15, you must have one year of experience at the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service, is required.


Specialized Experience:

For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service, is required.

Specialized experience at the GS15 level is defined as experience managing and overseeing multiple service offerings affecting and supporting entities throughout the DoD, to include developing seat rates; experience managing customer-specific and enterprise costs; and experience communicating both internally to DISA and externally with multiple DoD entities, providing transparency and understanding, as J8's financial voice to Defense Agencies and Field Activities (DAFAs) and the Military Services regarding services provided.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-12 grade level
