Duties

Help
  • Through subordinate activity managers, is responsible for overall management and direction of the Directorate, Family and Morale Welfare and Recreation Division at Kilauea Military Camp.
  • Responsible for activities such as Food and Beverage, entertainment, Bowling, Mobile Snack Facilities, Public-Private Venture, Lodging, Contracting business operations, Lodging, Picnic Areas, Sports and Fitness, Leisure Travel and others.
  • Provides leadership and supervision, and communicates mission and organization to subordinates.
  • Directs, develops and administers plans, procedures and implements, enforces and ensures compliance with regulations to provide aggressive community business program.
  • Reviews program objectives and priorities and develops five year plan with Capitol Purchase Minor Construction(CPMC) and Annual Operating Budgets covering projection programs of division resources
  • Serves as the DFMWR representative and advisor on matters relating to recreation and morale support of KMC Authorized Users.

Qualifications

MINIMUM QUALIFICATIONS

  1. Work experience directing/managing one or more Directorate, Family and Morale Welfare and Recreation (DFMWR) Programs for a Garrison or similar civilian operation, for at least one year.

HIGHLY QUALIFIED CRITERIA
  1. Specialized experience must demonstrate a sound foundation in running a substantial program at an installation level, which includes some or all or the following: recreation lodging, lodging/hotel, retail operations, food and beverage, recreation. bowling, financial management. information technology, marketing and/or maintenance.
  2. Must have experience in financial and business principles, policies, practices and detailed procedures applicable to appropriated and non-appropriated funding and resourcing to perform tasks, integrate, balance, coordinate and monitor the overall performance effort of the directorate.
  3. Must have experience in the planning and execution of Capital Purchase Minor Construction (CPMC) funding and NAF Major Construction (NAFMC).
  4. Must be highly skilled in both written and oral communication and possess proven management and leadership ability.
  5. Must have comprehensive knowledge and aptitude for automated systems and software programs (such as Microsoft office applications, excel spreadsheets, database, word processing, and resource management software).
  6. Preferred are those candidates who possess an education consisting of a baccalaureate or higher degree in a related field and have applicable professional experience in a military service environment performing duties similar to those described above.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs is authorized, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
