Duties

Help
  • Serves as a 2nd level supervisor (Branch/Division Chief) with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to an assigned functional area in the AP Directorate.
  • Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures.
  • Develops detailed recommended plans for correcting weakness and provides training and/or assistance to personnel in the Accounts Payable organization.
  • Analyzes budget and resource activity within the immediate work area, and makes recommendations within the area that have positive impact on overall DFAS budget without negatively impacting daily area operations.
  • Plans, manages and supervises the assigned organization and provides both technical and administrative oversight.
  • For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications

Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-07 for GS-09 level and GS-09 for GS-11 level) in the Federal service, which demonstrates the ability to perform the duties of the position.

For GS-09: Specialized experience at the GS-07 grade level is defined as: performing financial management data analysis; creating recommendations for business process improvements; and providing customer support for an automated accounting or financial management system.

For GS-11: Specialized experience at the GS-09 grade level is defined as: planning, scheduling and conducting reviews and evaluations on financial management data analysis; analyzing issues or problems, selecting and applying appropriate analytical techniques and methods in order to recommend solutions or improvements to organizational functions.

GS-09 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in federal Service.

GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-09 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

  • This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.   • The Security Designation will vary and dependent upon position and may require a secret clearance or higher.
