Summary

Duties

Help

  • Develop and write information products that articulate the specific messaging of the DepSec on an entire spectrum of issues - many extremely sensitive - for a wide variety of audiences and occasions.
  • Develop information that ensures public understanding, appreciation and support of the programs, activities and objectives of the Department of Veterans Affairs and the DepSec, which depends, to a great extent, upon public statements made by the DepSec.
  • Research communication requirements to determine the nature of the audience and other special considerations.
  • Responsible for independently making determinations and judgments as to the importance and sensitivity of the material being presented and ensuring appropriate tone and emphasis for effectiveness.
  • Advises DepSec for whom the written communication is being prepared on effective presentation and the sensitivities of the targeted
    audience.
  • Coordinates as necessary any emerging issues related to the topic of communication.
  • Participates in the development of a comprehensive external communications plan.
  • Contributes to educating the general public, media, and VA stakeholders of the activities and services carried out by VA.
  • Using a variety of information tools and sources, including historical documents, researches and produces a variety of written communications and briefing materials for the DepSec.

Qualifications

To qualify for this position, applicants must hold or have held a GS14 level position and meet all requirements by the closing date of this announcement, 07/29/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) developing communication strategies that align with organizational goals based on various metrics; 2) managing relationships with media outlets; 3) creating, editing, and managing high-quality content across various platforms including print, digital, and social media using content management systems (CMS) and multimedia tools; 4) developing crisis communication plans to mitigate issues that could impact the organization's reputation; 5) developing internal employee communication strategies to keep employees informed and engaged using tools and platforms that facilitate internal communication; and 6) engaging stakeholders to maintain relationships with government officials, community leaders, and other influential figures by organizing and facilitating stakeholder meetings, briefings, and public forums.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary; however, walking, standing, bending and lifting are customary
physical demands of this position.
