Help

The incumbent provides technical and administrative supervision. Directs, coordinates, and oversees work of staff. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for positions taking into consideration skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO). Incumbent is responsible for assessing performance of subordinate staff. The internal management responsibility requires the incumbent to perform the following duties: plans the work to be accomplished by subordinates; sets and adjusts short-term priorities; prepares schedules for completion of work; approves leave; assigns work to subordinates based on priorities; selectively considers the difficulty and requirements of assignments and the capabilities of employees; evaluates work performance of subordinates; provides advice, counsel, or instruction to employees regarding work and administrative matters; interviews candidates for positions; recommends appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees, refers group grievances and more serious unresolved complaints to the Section Chief as needed; effects disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifies developmental, training, and education needs of the workforce, provides or arranges for needed development. education, and training, identifies potential for improvement in production or increase the quality of the work directed; and develops performance standards- Incumbent promotes labor-management relations through involvement with the local labor partners, keeping close contact with the Human Resource Management Service and EEO Program Manager.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/29/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in Patient Centered Care; Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Conducting detailed analyses of complex functions and work processes; Presenting staffing recommendations and negotiating solutions to disputed recommendations; Advanced knowledge of the Survey of Healthcare Experience of Patients, Veterans Signals (VSignals), Patient Advocate Tracking System, and other data resources that may be used to analyze the patient experience. You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk, conferences, meetings etc., and occasional visits to Health Care System work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
