Summary

There are two (2) positions located in the Transportation Department at White River Junction VA Medical Center (WRJ VAMC) in White River Junction, VT. The Motor Vehicle Operator is responsible for providing transportation to veterans and their spouses who live in rural areas of the WRJ VAMC and surrounding satellite clinics catchment areas.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Major duties and responsibilities include but not limited to:

  • Providing non-emergent, safe transportation of eligible veterans and cargo
  • Operating and providing preventive maintenance for patient transport vehicles
  • Making the first positive impression as the first contact with the veterans
  • Interacting in a courteous and respectful manner with a wide variety of people each day
  • Providing the Veteran Transportation Program program office a list of Veterans who arrived at the WRJ VAMC via the VTP transportation van
  • Ensuring only eligible Veterans and their caregivers are transported to the Medical Center or satellite clinic and returned to their respective pick-up locations
NOTE: The Motor Vehicle Operator is required to know and be certificated annually in Basic First Aid and Cardiopulmonary Resuscitation (CPR).

Work Schedule: Monday to Friday; 07:00 a.m. to 03:30 p.m. or 11:30 a.m. to 08:00 p.m. (Schedules will be discussed during interview. Overtime on weekends may apply.

Qualifications

PHYSICAL EFFORT: Light physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Moderate physical effort in the frequent handling of objects weighing up to 40 pounds. Considerable physical efforts may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt replacing an electrical fuse on open highways. Patient transport vehicle driver must be able to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping, bending, and lifting of patients. Driver must also be able to load and assist wheelchair patients, often with no assistance.

WORK CONDITIONS: Employee works mostly outside, is exposed to dirt and fumes, and to the possibility of cuts and bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. Operates vehicle in all types of traffic and weather on public roads (or the equivalent) and is exposed to the danger of serious accidents. Employee will drive in heavy traffic and at highway speeds over complicated road and interchange systems.

Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

Driver's License Requirement: A current and valid State Operator Vehicle License and/or Commercial Driver's License (CDL) with passenger endorsement is required for this position. (NOTE: We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current, valid Driver's License or Commercial Driver's License.)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
