Duties

Help

The primary purpose of this position is to serve as the functional point of contact for the Nonappropriated Fund (NAF) budget analyst performing day-to-day control and management involving the formulation, execution and or analysis of the organization's budget and funding requirements. Manages the operating budget for the NAFs for the 87 Force Support Squadron. Assists managers in the preparation of annual and quarterly budgets. Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates and requests by comparison with source documents. Reviews financial management reports to ensure operations are within approved funding and to detect errors or questionable or un-programmed requirements. Coordinates correction of errors detected with the applicable Force Support Squadron activities. Compares expenditures and identifies conditions involving over or under obligation of funds. Obtains and provides information concerning the propriety of using funds for specific purposes by researching appropriate legal and regulatory guides. Prepares guidance and standard procedures and regulations relating to the organization's budget and financial procedure processes. Conducts budget related training of organizational personnel on budget processes, procedures, requirements, etc. Maintains a liaison with various activities to expedite the obligation and expenditure of funds. Prepares reports for the Resource Management Flight Chief and monitors proper obligation of funds. Verifies, enters, and adjusts budgetary data in a variety of forms, schedules and reports. Provides advice, assistance and guidance to activity managers in the development, preparation and review of the NAF expenditure budgets, income and expense budgets, and cash flow budgets. Drafts procedural guidance for activity managers concerning formal for submission of annual estimates of funding needs. Conducts analyses, reviews, and special studies of the accounting procedures, NAF budget processes and internal controls used by the Force Support Squadron cost centers. Assists the APF Budget Analyst as required. Focal point for all NAF FSS activity audits.

Qualifying Experience:
NAF Accounting Experience required to include reconciling subsidiaries, completing general ledger accounting forms, processing disbursement requests.

Must have experience which provides a knowledge of commonly used budgetary methods, practices, procedures, understanding of the rules, regulations, policies, and processes to formulate, justify and execute budgets. Knowledge of computer operations and the skills to input and retrieve computer produced financial management products and other system data. Skill in compiling and composing both quantitative and narrative financial reports for a variety of activities based on analyzing financial data and circumstances with effective writing skills sufficient to prepare and communicate correspondence effectively to management. Ability to gather, assemble and analyze financial data and sources of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Ability to communicate orally and in writing. Ability to perform work independently, with little supervision. Knowledge of general ledger and subsidiary accounts in an accounts structure requiring asset and liability control accounts. Knowledge of NAF activity operations is preferred.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
