Help
  • Provides project management oversight for the implementation of ServiceNow external portal projects.
  • Monitors and tracks development projects to ensure platform governance and quality control.
  • Supports ServiceNow applications through the use of agile development methodology.
  • Serves as project scrum master with responsibility for planning, coordinating, directing and controlling the efforts of an integrated scrum teams.
  • Facilitates engagement between customers and technical subject matter experts to identify and document opportunities, assess impacts, and mitigate risks to development plans.
  • Develop and/or employs tools and methods to track progress throughout the life cycle of the project.
  • Evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives.
  • Updates plans and recommends changes to agile procedures in response to evolving circumstances, resources, or objectives, and ensures deadlines and priorities are met.
  • Represents the agency at meetings and conferences involving senior level personnel throughout DoD, other government agencies and private industry.
  • Plan, direct and coordinate the accomplishment of requirements, ensuring priorities are established, coordinated, and published to reflect the agreed upon priorities.
  • Advises on major or conflicting requirements, which have an impact on the product release roadmap or release schedules in DLA.

Qualifications

To qualify for an IT Project Manager (SYSANALYSIS) your resume and supporting documentation must support:

  1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
    • Expert skill in applying IT/OT program and project management policies, principles, methods, and practices to: define project resources, milestones and deliverables; develop project plans and schedules.
    • Lead and influence multi-disciplined project teams; negotiate with managers for project resources.
    • Monitors IT/OT project activities; address and solve project problems; communicate project status to stakeholders; and manage the constraints of delivering a complete project within scope, schedule and cost
    • Utilizes information systems technologies, telecommunications, networking, and systems architecture as currently implemented and understood in both government and the private sector.
    • Responsible for general office tasks, managing and coordinating with appropriate action officers as required, providing timely status updates; ensuring suspense's are met for on time delivery.


For all positions individuals must have IT-related experience demonstrating each of the four competencies listed:

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
