The incumbent strongly supports the Cultural Transformation policies and activities as well as the implementation of innovative models of healthcare and employee engagement that focus on healing and nurturing body, mind, and spirit. This position assists in the overall coordination of the Veterans and Employee Experience, Customer Experience and support of the Patient Advocate programs including functioning as the team Liaison within the organization. This position serves under the Supervision of the Veteran and Employee Experience Program Coordinator, who reports directly to the Assistant Director for Outpatient Services. The Health System Specialist crosses broad organizational lines and partners with all levels of Leadership. The incumbent is also responsible for the overall coordination of the Customer Service program for VANTHCS Including the Community Based Outpatient Clinics (CBOC'S).

Below are the duties but not limited to:

Veteran Experience
Under the supervision of the Veteran and Employee Experience Program Coordinator, the Health System Specialist assesses, plans, develops and implements the overall facility veteran experience initiatives. The individual works collaboratively with the organization's Executive leadership team, Service Chiefs and external partners to ensure veteran experiences are measured, monitored and evaluated within all clinical and administrative areas of the medical center.

The incumbent serves in a leadership position within the Veteran Employee Experience program and assist with monthly, bi-annual or annual system wide programming to support employee engagement and experience activities. The Health System Specialist assist the VEEP Coordinator and committee on advice and recommendations regarding how to increase Employee Satisfaction/Engagement within the VA North Texas Health Care System, while soliciting ideas and feedback from Employees. In addition serves as an All Employee Survey (AES) Facility Coordinator.

In conjunction with the Veteran and Employee Experience Program Coordinator, the incumbent serves as a source of Service expertise in the collection, organization, manipulation, analysis, and presentation of Patient Experience and Employee Satisfaction metrics, particularly that are associated with those programs created and supported by the organization to improve the Veteran and Employee experience. Program management includes ensuring that VANTHCS policies and procedures are conducive to meet national Patient, Employee and Customer Experience standards.

Performs direct Supervision involving task and performance, technical support and guidance to Administrative staff within the Veteran and Employee Experience Program. Administrative staff Supervision will consist of Program Support Assistants, Patient Relations Assistants, Information Receptionist, and Red Coat Ambassadors as well as section volunteers, without compensation workers (WOC's) and student interns, etc.

Assist the Veteran and Employee Experience Program Coordinator with monitoring expenditures and recommend allocation of funds based on program needs. Provides information to support positive accomplishments of an effective utilization of resources as related to the budget, administrative staffing, equipment, contractual services, and physical program needs.


Work Schedule: Monday-Friday 7:30 AM to 4:00 PM or 8:00 AM to 4:30 PM

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and experience leading an administrative component of a health care credentialing and privileging program.

  • Education: Successfully completed a Ph.D., equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

  • Combination: Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
