Duties

Help

As an IT Specialist (Applications Software), GS-2210-14, your typical work assignments may include the following:

  • Partner with product managers to identify and validate the most critical user problems. Present research insights and work with stakeholders to refine design concepts toward strategic decisions that solve measurable user problems.
  • Conduct user interviews and competitive research to identify what users actually need and how existing services solve similar problems.
  • Lead workshops that help the broader team experience user problems firsthand and embeds user-focus into daily OAIT activities.
  • Design and prototype end-to-end experiences and create high-fidelity assets that consider critical context, specify functionality, user journeys, and service interactions across key touchpoints.
  • Conduct usability research to refine solutions, partner with engineering on technical feasibility and product on user-driven improvement, iterating toward business solutions that provide value.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

BASIC REQUIREMENTS: Applicants must meet all of the criteria listed below in order to meet the basic requirement for the IT Specialist (APPSW), 2210 position.

  1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
  3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

SPECIALIZED EXPERIENCE:
You may qualify at the GS-14 level, if you fulfill the following qualification requirements: Must possess one full year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector. Specialized experience is defined as follows:
  1. Experience driving user-centered design from research to implementation, which involves running research sessions, mapping complex workflows, building and testing prototypes, and iterating based on user feedback to deliver software that solves prioritized and measurable problems.
  2. Experience designing intuitive experiences across complex environments, which involves transforming complicated experiences into simple, secure service across technologies such as Salesforce, .NET, SharePoint, React, or Node using best practices that ensure consistent, accessible experiences such as US Web Design System, and Material Design UI.
  3. Experience communicating design impact to stakeholders at all levels, which involves partnering with product teams to quantify and demonstrate how design improvements drive positive business value.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
