Construction Site Inspection 45%

  • Performs quality assurance and surveillance of construction.
  • Directs and coordinates with stakeholders, materials verification, and inspection/assurance activities, and provide day-to-day support concerning the operations of the work unit.
  • Personally monitors Contractor Quality Control (CQC) effectiveness and arranges and conducts meetings on a regular basis with the Contractor Quality Control representative to address construction activities, Contractor Quality Control effectiveness, safety, potential problems and assures the three-phase inspection system (preparatory, initial and follow-up) is carried out.
  • Ensures that Government representatives attend the appropriate phase of inspection. Incumbent provides advice and technical assistance to individual employees, accepting or rejecting work.
Procurement/Contracting 40%
  • Responsible for the enforcement of contract requirements including the administration and management of construction work to ensure proper quality and quantity of materials and equipment, workmanship, adequacy of contractor's method and operations, and to assure that required contract work is carried out in accordance with plans and specifications.
  • Works with the Contracting Officer (CO) to conduct change order negotiations and provide recommendations to the CO on acceptability of the contractor's proposal.
  • Prepares all documents for change orders prior to and following negotiations. This includes determination of necessity and preparation of Government estimates for field changes, review, and revision of Government estimates for design changes, request for proposals, and final document preparation all in accordance with VA requirements.
Administrative 10%
  • Performs office duties including but not limited to: scanning and plotting large format drawings; maintaining and inventorying record documents; processing Contractor badging applications; generating inspection reports on construction status and safety; generates construction site safety reports; other reports as required.
Safety 5%
  • Responsible for the strict enforcement of safe practices and safety regulations.
  • Corrects hazardous conditions, suggests improvements, etc.
  • If an accident occurs, incumbent works with VA Safety to take all necessary steps to administer first aid, to alleviate suffering, to protect and salvage property, and to prepare required reports.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement

Specialized Experience

  • Engineering aid or technician or surveying technician performing work directly related to construction.
  • Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
  • Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to meeting the Individual Occupational Requirement, you must also meet the Minimum Qualification Requirement below.

You must have one year of specialized experience equivalentto at least the next lower grade GS09 in the normal line of progression for the occupation in the organization? Examples of specialized experience would typically include, but are not limited to:
  • Provides oversight and inspection of construction operations to ensure proper quality and quantity of material equipment, workmanship, adequacy of contractor's methods, procedures, and operations and to ensure that the work is carried out in accordance to plans and specifications.
  • Assists in the development of and review of contract plans and specifications for projects as well as the contract administration during construction of the projects.
  • Inspects contractor work for compliance with contract drawings and specifications.
  • Knowledge of all laws, regulations, and specifications relating to the environmental surroundings of the project and ensures by his surveillance that contractors strictly adhere to these requirements.

Physical Requirements: Considerable and strenuous physical exertion comparable to frequent climbing of tall ladders, staging, or scaffolding; working in areas where footing can be treacherous (e.g., on rocky banks of bodies of fast-water, slippery docks, or steep hillsides); lifting heavy objects weighing 50 pounds or more; and frequent crouching or crawling in restricted areas.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
