Summary

Serves as Drug and Alcohol Compliance and Enforcement Inspector in one of the two Office of Aerospace Medicine's Drug and Alcohol Compliance and Enforcement Centers. Performs basic and routine (but progressively more difficult) assignments under close direction of a manager, project/program manager, team leader, or more experienced technical specialist. Assists other inspectors or acts as an individual contributor or lead inspector during inspection follow-up procedures.

Duties

Help

Applies basic technical knowledge of federal drug and alcohol testing regulations to conduct compliance and enforcement investigations and inspections throughout the United States and its territories to determine aviation industry compliance with the drug and alcohol testing regulations. Performs inspection assignments under close direction of a manager, team coordinator or inspection lead.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. He/she uses basic knowledge in interpreting, analyzing, and applying compliance and enforcement concepts and regulations. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced inspector.

Assists lead inspector in the preparation of technical reports on findings of noncompliance, use critical thinking to determine the root cause of the noncompliance, identify appropriate corrective action(s) required to resolve the noncompliance and conduct risk analysis to determine the appropriate action to address the noncompliance detected.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data or written analyses, and to discuss the status of assignments.

Work is reviewed frequently during assignments and at completion for all aspects of quality. Work activities typically support the work of other employees and contribute to activities of the organizational unit.

Qualifications

TO QUALIFY FOR THE FV-G (FG/GS 5-9) level you must demonstrate in your application that you possess at least three (3) years of progressively responsible general work experience demonstrating the ability to analyze problems to identify factors, gather pertinent data/information, recognize problems and/or solutions, plan and organize work and effective communication. At least one (1) year of experience must be equivalent to the FG/GS-4 level work in the administrative, professional, technical, investigative or comparable work area.

OR

Education Substitution: Successful completion of a full 4 year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.

OR

Combination education and experience may be qualifying for this position. Refer to OPM's Operating Manual Qualification Standards at, http://www.opm.gov/qualifications/sec-iv/a/gs-admin.asp for more information.

AND

QUALITY RANKING FACTOR (QRF): A well-qualified candidate will have experience preparing and reviewing drug and alcohol investigations/inspection reports, and experience applying Title 14 Code of Federal Regulations (CFR), Part 120 and Title 49 CFR Part 40, drug and alcohol testing regulations within their resume.
