The incumbent will perform all the duties and accept all responsibilities of Acting Pharmacy Service Chief at James H. Quillen VAMC, this facility serves as a core hospital for the surrounding VA care locations and provides both inpatient and out patient care for many veterans outside the primary service area. JHQVAMC is actively and extensively affiliated with East Tennessee State University (ETSU) including the ETSU Bill Gatton College of Pharmacy.

Duties include and are not limited to:

Program Management:

  • Responsible for the implementation and conduct of Pharmacy Service policies as promulgated by federal and state laws, VA policies, accrediting agency requirements, and medical center management.
  • Responsible for integrating Pharmacy Service functions into the total Medical Center administrative and professional programs.
  • Manages Pharmacy service to assure optimal utilization of personnel, funds, space, and equipment. Supports management by advising and furnishing data, information, and reports.
  • Advises top management of all matters concerning Pharmacy Service operations and fosters top management acceptance of sound Pharmacy service concepts, practices, and innovations.
  • Consults and participates with all members of top management in analyzing the broad implications of higher levels of authority, laws, regulations, and policies as well as professional and administrative trends.
  • Identifies long and short-term needs; prepares proposals for top management consideration; plans and identifies improvement actions on a continuing basis.
  • Establishes effective policies and procedures to assure accurate compounding and dispensing of all drugs, diagnostic agents, medical supplies, and other supplies furnished through inpatient and outpatient programs.
  • Maintains compliance with applicable standards and directives as well as professional standards and assumes responsibility for items dispensed.
  • Supervises directly or indirectly all Pharmacy Service personnel. Elements of supervision include all aspects of work definition, work assignment, scheduling, performance evaluation, disciplinary actions, performance awards, leave authorization etc. Supervises temporary personnel, students, and volunteers.
Research:
  • Responsible for custody, dispensing and maintenance of investigational drugs used in the clinical stages of evaluation.
  • Maintains records of receipt and return as well as documentation of each dose dispensed.
  • Assists the investigator in study design as it relates to drugs-e.g., establishing and maintaining an effective code system. Cooperates with professional staff in locating sources and procuring drugs for evaluation.
Education:
  • Maintains access to a wide variety of professional pharmaceutical resources and drug information consisting of subscriptions, on-line resources, textbooks, reference books, files of product information, files of pertinent data on research drugs, articles, journals, papers, or any other pertinent information on therapeutic and diagnostic agents which would be of value as reference material to health care personnel.
  • Responsible for maintaining an active departmental teaching and residency program.
Clinical:
  • Develops and maintains advanced clinical programs, with the highest clinical privileges, which achieve measurable and positive patient outcomes.
  • Assures active residency and teaching programs and affiliations as appropriate to encourage a positive learning environment and an active recruiting program.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Tect (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
In addition to the basic requirements listed above, the below qualification requirements must be met.

Grade Determinations: GS-15 Pharmacy Service Chief

Preferred Experience: Candidates must be a current GS-14 Pharmacist at James H. Quillen VA Medical Center or it's associated outpatient clinics. This position is a Temporary Detail NTE 1 Year.

Experience. Must have 1 year of experience equivalent to the next lower grade level that includes: (Must be documented on your resume).
  1. Responsible for all aspects of pharmacy services at a medical facility by maintaining effective interdepartmental relationships, demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the medical facility mission and goals.
  2. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation.
  3. Formulates objectives and priorities and implements plans consistent with the long term interest of the organization, capitalizing on opportunities and managing risks.
  4. Responsible for compliance with all safety, regulatory, and accrediting body requirements.
  5. Delegates authority to several supervisory and program levels to meet the goals of the service and staff.
  6. Ensures orientation and training programs are established to ensure staff development, oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations.
Pharmacists assigned to this position must demonstrate the following Full Performance KSAs:
  1. Skill in persuading others and gaining cooperation to accomplish goals.
  2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
  3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
  4. Skill in managing multiple people or programs.
  5. Skill in utilizing available resources to support the mission and goals of the organization.
  6. Ability to plan, organize and direct the functions of the pharmacy staff.
At the GS-15 level, Chiefs of Pharmacy must meet the following:
  1. Individuals are assigned as Chiefs of Pharmacy at Complexity Level 1a, 1b or 1c VHA facilities; or
  2. Individuals are assigned as Chief of Pharmacy at Complexity Levels 2 or 3 and must meet the criteria noted in 2a and b below.
a. Must meet all of the following requirements:

(1) Manages a complex medical center based pharmacy program that is defined as having multiple practice settings (e.g. hospital ambulatory care, long-term care, behavior health care) that require Joint Commission review as separate standards.
(2) In addition to the medical center pharmacy, has responsibility for pharmacy services at one or more of the following: CBOCs, Rural Health Program, domiciliary, or provides dispensing and/or clinical services to State Veterans Home.
(3) Presence of advanced clinical pharmacy programs that include pharmacist(s) that have approved scopes of practice with prescriptive privileges.
(4) Pharmacy provides clinical pharmacist services to three (3) or more specialty areas such as, but not limited to, hemodialysis, oncology, operating room or an emergency department.

b. In addition to the requirements listed in 2a above, must meet at least two of the following:

(1) An ASHP Accredited Pharmacy Residency Program.
(2) A Research Program that is accredited by the Association for the Accreditation of Human Research Protection Programs (AAHRPP).
(3) Actively involved in committees or advisory/work groups at the VISN and/or National level.
(4) An ongoing pharmacy student rotation in both the intermediate and advanced practice experience settings.

The full performance level of this vacancy is GS-15.

Physical Requirements: Applicants must be able to perform the following duties: lifting (up to 50 lbs); carrying (up to 50 pounds). Applicants must have use of all fingers. Walking or standing for up to 8-hours. Kneeling intermittently multiple times for up to 8-hours. Use of both legs is required. Must possess visual acuity to read typed print. Keen hearing (aids permitted). Mental stability must be required to handle rigors of the position. The loss or impairment of a specific function may be compensated by satisfactory use of prosthesis.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
