Duties

Help

Has responsibility and authority for management and direction of assigned functions and staff of the AFSIAG, (e.g.: Operations/Quality Control - Safety/Alaska Flight Services Automation Office). Is considered a Flight Services expert within and outside the organization, responsible for planning, coordinating, and carrying out major projects and programs affecting a broad segment of Flight Services, the ATO and the NAS.

Integrates work to meet strategic goals of the organization and the FAA. Managerial duties typically affect managers and employees of the AFSIAG office and Flight Service Stations in Alaska and include strategic planning, communicating the organizations' vision and objectives, interacting with labor organizations, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of managers and employees, coaching and developing staff and organizational capabilities, approving leave and taking or approving corrective/disciplinary actions as appropriate.

Provides guidance to employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Develops solutions to current and anticipated problems which cross organizational lines and disciplines. Considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA.

Hears and resolves grievances and serious employee complaints along with the AFSIAG Manager. Makes decisions on resources related to budget, space, equipment, and manpower. Interviews and makes selections for staff positions.

Communicates and reinforces EEO policies and programs in all responsibilities including selection, training, and promotion. Fosters a work environment where all employees are treated in a fair and equitable manner.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives. Manages budget and either reallocates resources or requests additional resources, as needed. Performs critical aspects of the budget planning process including projecting short-term and long-term future needs and justifying resource requirements.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resources management, and other administrative policies and procedures, and an advanced understanding of the organization’s objectives.

Performs other duties as assigned.

  • First page of FAA 3330-43 (unrated) must be submitted. Please do NOT include your SSN on this form.
  • Must currently hold or have held an AFSS/FSS facility rating.
  • Position is designated as Moderate Risk; a background investigation may be required.
  • This position is not subject to mandatory separation at age 56.
  • This position is not covered by Public Law 92-297 for ATC early retirement.
  • May be required to serve a one year supervisory/managerial probationary period.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience in an air traffic facility which demonstrates possession of the knowledge, skills and abilities required to perform the level of work of the advertised position.

Specialized experience is defined as: Experience that has provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations; and knowledge of Flight Service Stations missions and functions. Applicants must be Flight Service Station facility rated or previously have held a facility rating in a Flight Service Station (FSS). Applicants must indicate on their application package that they have held or currently have this rating. Applicants may be deemed ineligible if this is not clearly stated in your application package.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

Do you currently hold or have you ever held an Automated Flight Service Station (AFSS) or Flight Service Station (FSS) facility rating issued by the Federal Aviation Administration (FAA) while employed with the FAA at a federal AFSS/FSS facility OR possess a Flight Service Station facility rating issued by an FAA-authorized issuer?
