Duties

  • If selected for this position, you will:  
    • Provide executive-level oversight, direction and review of NGA’s administrative and logistical support services and activities, to include, but not limited to: warehouse receiving, storage and distribution, property management, transportation services; printing and duplication services, supply, mail management, records management, telecommunications, travel services, travel card management, and building services management. 
    • Collaborate with the Administrator’s Budget Officer, the Treasury Division and senior leader forums to forecast, identify, and document short- and long-term resource requirements (funds, personnel, contracts, services, travel, supplies, etc.,) to ensure managed programs achieve desired outcomes and milestones for maintaining current operations facilities and assets while implementing improvements.
    • Participate in strategic planning efforts to ensure the administrative services function contributes to overall mission success. Establish or recommend metrics and performance goals and tracks and reports progress to senior leaders, managers, and external stakeholders as required. 
    • Directly, or through subordinate supervisors, perform a full range of managerial and supervisory responsibilities.

Qualifications

OPM Qualifications Standard:

Specialized Experience (for positions above GS-5): One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:

  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

Specialized Experience Statement: While not required by regulation, agencies may require that at least 1 year of the specialized experience must be at least equivalent to experience at GS-15 (5 CFR 319.301(c)(2))

To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below.

Mandatory Technical Qualifications (MTQs): Applicants must address the following mandatory qualifications separate from their resumes. Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical qualifications. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement.

Maximum of two pages per MTQ.

  • MTQ 1. Describe your experience performing and directing warehouse and related functions: receiving; storage and distribution; property; transportation; printing and duplication; supply; mail; records; telecommunications; travel; travel card; building services. Did you design policies and directives for these functions? What kinds of specialized knowledge did you acquire?
  • MTQ 2. Describe your experience with managing an annual budget of $10m or more. What were the sources of the funds? Were there multiple funding streams with multiple restrictions? Describe controls for funds and deadlines for obligations. What software did you use to manage funds and budget?
  • MTQ 3. Describe your ability to (a) lead and (b) perform data analysis for a specified topic. Take into account your experience with data recording, reporting, collection, and processing functions; and data outputs and analyses that deliver necessary information to support program planning and management. Note the software applications you have used to carry out and present your analyses, and the ways you have presented it – both in person and virtually.
  • MTQ 4. Describe your skill in setting short- and long-term goals for yourself and others. How have you ensured that the activities of a team are well-integrated with those of other teams? How have you planned a year or more ahead of time, and then delivered on that plan? Address the way and frequency with which you have collaborated with others to achieve something bigger than one person can achieve. Elaborate on methods and outcomes related to generating new ideas for opportunities and initiatives to advance an employer's goals. Has professional development and education factored into the way you lead others – how do you keep up to date on the latest information in your field? Describe the way you supervise and mentor others, including the full range of hiring, supervising and terminating as circumstances warrant.

Other Relevant Eligibility Criteria:

When an SL position is being filled on a competitive basis, the standard must be specific enough to enable applicants to be rated and ranked according to their degrees of qualification. The standard may not include a minimum length of experience or minimum education requirement beyond that authorized for similar positions in the GS.

Applications will be evaluated based on the quality and extent of accomplishments and experience as they relate to the Mandatory Technical Qualifications (MTQs).
