Duties

Help
  • Serves as the senior civilian for managerial, advisory, and technical functions of the Technical Operations Directorate and is responsible for monitoring continuity of operations, leadership, and direction for all aspects of the assigned mission.
  • Use of Government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures in areas of contracting and acquisition.
  • Knowledge of technical functional areas of post-award contract administration, including quality assurance, engineering, aircraft operations, contract safety.
  • Applying procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters.
  • Advising, briefing and interacting with high-level executives in Government and industry.
  • Knowledge, skill and ability in written and oral communication sufficient to develop and publish acquisition and other material to higher authority to promote effective acquisition teams.

  • Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.

Qualifications

To qualify for a Technical Operations Director, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  1. Developing and implementing technical operations, policies, and procedures within an agency.
  2. Managing a team of technical personnel and evaluating the effectiveness of their technical operations.
  3. Developing and presenting written and oral briefings to senior level leadership on technical operations issues.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
  • Selectee must meet level 3 certification requirements or be able to meet them within 24 months of assignment (with a waiver).
