Summary

The incumbent provides transportation and delivery services for the VA Maryland Health Care System (VAMHCS), including psychiatric, geriatric and long-term care patients, both male and female, visitors, and employees to and from VAMHCS facilities, office buildings, laboratories, parking garages, healthcare institutions, bus, train and airport terminals, and recreational trips for Veterans up to 3hrs away, as well as perform other transportation duties as directed by the supervisor.

Duties include, but may not be limited to the following:

  • Operate gasoline, diesel, and electric vehicles consisting of sedans, station wagons, minivans, large vans, sport utility vehicles, ambulances, light and heavy trucks, ADA compliant shuttles and motor coaches, not to exceed 38,000 pounds, over public roads (or the equivalent) at highway speeds, throughout rural and urban areas.
  • May be operating a tractor-trailer periodically.
  • Is required to have CDL license "Class A with passenger endorsement" and drive any and all motor vehicles as assigned, both on and off station, including interstate travel.
  • Possess the skill to drive passenger cars, vans, mini-buses, pick-up trucks, other trucks and any vehicles not exceeding 38,000 pounds in weight with either a manual or automatic transmission.
  • Must be skilled in handling the controls for starting, stopping, backing and driving vehicles.
  • Depending on the assignment and the vehicle used, will have the skill and knowledge of operating special-purpose accessory equipment such as wheelchair lifts.
  • Must be familiar with operations of vehicles and be capable of parallel parking the assigned vehicle in a space in a city street environment, of difficult backing operations to docks, doors, ambulance bays, etc. Must know the height, width, length and weight of the vehicle in order to judge overhead and side clearances, safe braking distances and maintain safe distances between vehicles.
  • Have skill and knowledge of safely loading, hauling and unloading the assigned vehicle to prevent load shifting or injuries to themselves or others. This may be performed either with or without an assistant.
  • In accomplishing assignments requiring scheduled deliveries and stops, must be aware of changing traffic patterns in order to maintain time schedules and routes. Incumbent must know how to read a map or utilize a GPS to determine the shortest and safest route, recognize road and traffic hazards and take the necessary steps to avoid or minimize their effect.
  • Have the general skill and knowledge of the mechanical aspects of motor vehicles in order to properly identify maintenance and repair needs and schedule or coordinate such when needed. This skill shall include the ability to perform pre-trip inspections and routine operator-level maintenance such as monitoring fluid levels, checking tire pressure, and washing/cleaning.
  • Have the ability to change a tire utilizing the various tools and equipment that are provided by the vehicle manufacturer and following the instructions included in the vehicle.
  • Have the skill and knowledge to document travel and deliveries and properly handle packages as required by the VAMHCS.
  • Must possess and maintain a valid driver's license issued by a federal, state or other recognized governmental agency.
  • Able to follow verbal or written directions with or without a map or another navigation device if necessary. The incumbent must have knowledge of the English language (i.e. speaking, writing, reading and comprehending) and be able to communicate to ask questions of various individuals if necessary to accomplish an assigned task.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Moderate physical effort is used in reaching, bending, turning, or moving hands, arms, feet and legs to operate, back, and turn vehicles. Additional physical effort is used to load and unload vehicles. Depending on the material being transported, objects lifted may weigh up to 100 pounds. The employee must remain mentally attentive at all times in order to successfully accomplish assignments involving driving.

Working Conditions: The incumbent will be required to work in all types of weather conditions. The incumbent will be working indoors as well as outdoors. There may be occasions when the incumbent is required to operate a motor vehicle in inclement weather conditions such as snow or ice storms, wind, fog, and other wet conditions. The incumbent is subject to cuts, bruises, and broken bones as a result of exposure to serious accidents or other conditions. The incumbent will be exposed to various driving conditions and traffic patterns. The incumbent will be required to drive vehicles having a gross weight ranging from 10,000 up to 80,000 lbs.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
