The
Inspector reports to a Deputy Chief or above, or a civilian Office Director,
and is responsible for directing and managing all Division operations to ensure
the protection and security of members of Congress, congressional staff and
visitors, and the continuation of government. As a commander, the Inspector has
the responsibility for leadership and supervision of all assigned
personnel. All command officials are expected to work together as a
team, demonstrating a strong commitment to the mission of the USCP.
Administers and manages Department-wide policies and plans that guide daily
operations, building methodologies for assessing threats and risks, assessing
training relative to mission needs, estimating resource needs, developing
response capabilities, and charting future Division strategies. In addition,
incumbent is responsible for budgets; the use of overtime; the assignment of
work; and developing and maintaining stakeholder relationships.
Leads a diverse workforce of law enforcement officers and civilians, many of
whom are represented by authorized bargaining units, towards successful
achievement of the Department's vision, mission, and goals. Provides an
inclusive workplace that fosters the development of others, facilitates
cooperation and teamwork, and supports constructive resolution of conflicts.
Develops networks, builds alliances, and collaborates across boundaries to
build strategic relationships and achieve common goals. Identifies the internal
and external influences that impact the work of the Division and acts
accordingly to gain cooperation from others to obtain information and resources
critical to accomplishing goals.
Has overall responsibility, as well as delegated authority, for the oversight
and administration of broad, emerging, and/or critical agency programs or
operations. Primarily responsible for the direction and management of
large-scale Department programs and operations to efficiently achieve specified
goals and objectives. Evaluates current and proposed programs and operations
and recommends actions to initiate, modify, or discontinue projects as needed.
Provides Division guidance to all subordinates on an executive level and
partners with other Inspectors and Deputy, Office Directors, and civilian
managers in a variety of forums. Formulates objectives and priorities in
concert with their Bureau Commander. Implements plans, policies, and procedures
consistent with the short- and long-term interests of the Division; anticipates
and promotes the linkage between operational and administrative functions in
keeping with the strategic direction of the Division; and adheres to the
Strategic Plan of the Department and elements of the strategic Human Capital
Plan.
Develops and implements the Division's operational readiness plans and programs
in support of the Department's overall goals and objectives. Assumes or assigns
Incident Commander responsibilities as appropriate and integrates resources and
assets in resolving operational incidents at the most effective and efficient
level. Informs USCP senior leadership on operational and administrative
resource allocations and response capabilities.
Sets priorities, delegates work, and holds others accountable for high-quality,
timely, and cost-efficient results. Ensures compliance of all internal controls
for planning for and responding to emergency incidents as well as
administration of administrative activities within chain of command. Develops
and implements Continuation of Operations Plan (COOP) and Continuation of
Government (COG) procedures in support of the Department's goals and
objectives.
Establishes and maintains effective working relationships with co-workers and
various stakeholders, including Members of Congress and their staff, other
legislative and executive agencies, and distinguished members of the public.
Establishes and maintains close and cooperative working relationships with USCP
management and other agencies in order to advance the programs and objectives
of the USCP.
Provides leadership and management oversight for subordinate employees. Sets
performance goals through mentoring and effective communication. Provides
informal feedback and periodically evaluates staff on organizational
performance. Resolves informal complaints and grievances. Takes personnel
actions as necessary. Provides advice and counsel to staff members and
subordinate managers related to work and policy matters. Holds subordinates
accountable. Ensures that organization staff at all levels is trained with the
requisite requirements.

Qualifications
All

1. Candidates must have completed 12 months of continuous time-in-rank as a
Captain prior to the closing date of this announcement.

Education
This job does not have an education qualification requirement. A bachelor’s degree and/or master’s degree is preferred, preferably in a law enforcement related field.

You will be evaluated for this job based on how well you meet the qualifications above.
The Interview Panel will review materials submitted by the eligible applicants as well as applicant background, experience, and employment history, including any Inspector General audits, investigations, disciplinary history, and resume.
