Duties

Help
  • Perform program planning coordination, execution, and analysis for annual and/or multi-year budgetary programs for all IM/IT programs across the Defense Health Agency.
  • Serve as liaison between program managers and their representatives, the Portfolio and Resource Management Division in J6, and other staff offices connected with the budgetary process.
  • Perform budget execution work during the execution phase involving the monitoring of incurred and actual expenditures of a budget with different sources of funding.
  • Conduct special studies, analyze and review data as necessary, and provide sound projections of financial program and funding requirements to ensure the availability of funds.
  • Develop recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines.
  • Continuously monitor the review and analysis of assigned programs to assure appropriations are being obligated in accordance with the intent of Congress.
  • Research, compile and summarize data involving obligations, expenses and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates.
  • Use Department of Defense standard software programs as well as Defense Health Agency internal planning tools to produce required budget reports, plans, and schedules, etc.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
  • One year trial/probationary period may be required.

Basic Requirements for the BUDGET ANALYST:

Specialized Experience:
One year of specialized experience which includes analyzing budgetary programs, assisting with the selection of methods and techniques to predict the effects of budgetary changes, and utilizing automated financial systems to accomplish budgetary assignments.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
