Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6) at the Salem VA Medical Center (VAMC). As the Textile Care Manager for Environmental Management Division (EMD)/Facility Management Service (FMS), managing a state-of-the-art; institutional laundry that provides laundering service and responsible for developing, staffing, coordinating, and monitoring functions under the Textile Care program.

Help

Major Duties to include but not limited to the following:

Personnel Management

  • Develops position descriptions, performance standards and competency assessments; initiates personnel actions, e.g. recruitments, promotions, disciplinary actions, performance and incentive awards, etc.
  • Certifies official for all posted laundry employee time cards; serves as an alternate certifying official for EMO employee time cards.
  • Determines training needs of laundry staff; develops training plans to achieve established training goals; researches sources for appropriate employee education.
Strategic Planning / Budget
  • Prepares and submits to the Assistant Hospital Housekeeping Officer, short- and long-range goals for Textile Care operations.
  • Formulates and submits annual budget forecasts that support Textile Care program requirements and provides justifications for those requests.
  • Plans, executes, monitors and adjusts the laundry budget plan to accommodate Medical Center objectives or resource conflicts.
  • Recommends laundry equipment replacement or modernization and ensures that equipment is properly maintained.
Production / Distribution
  • Responsible for operational decisions dealing with any and all aspects of Textile Care program management.
  • Incumbent has a working knowledge of the basic principles of chemistry, biology and bacteriology as they pertain to the laundering process and infection control. Is knowledgeable of the use, effectiveness and proper handling of laundry alkalis, surfactants, softeners, sours, bleaches, antichlor and other laundering agents.
  • Establishes linen processing and delivery schedules taking into consideration Medical Center needs and client requirements. Reviews linen quotas and updates as necessary.
  • Responsible to utilize and maintain the Textile Usage Workbook Calculator that was provided to us by Environmental Programs Services.

Work Schedule: Monday-Friday, 7:30am-4:00pm or to meet facility needs.

Qualifications


To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and/or management of budget and human resource operations; provider direction on daily tasks, clinic operations, or process improvement. Assist with short and long-range goals; research and analyze problems.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or two full academic years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of graduate education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. No special physical demands are required to perform the work. Work is typically performed in an adequately lit and climate controlled office.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
