Help

Primary responsibility of the Mobility Transportation Specialist is to furnish program oversight, leadership, and instruction to VA Boston Healthcare System (VABHS) employees who will be using Fleet vehicles and credit cards attached to them including but not limited to DAV, VA owned, GSA leased, etc.

Duties including but not limited to:

  • Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, buses, para-transit vehicles, and special purpose vehicles.
  • Plans, directs and administers the complete maintenance program for a variety of standard and special purpose vehicles.
  • Responsible for overseeing the safe operation and maintenance (through demonstration) of government credit cards, trucks, cars, buses and other equipment in the fleet.
  • Documents all proper maintenance records are kept on all vehicles and pieces of equipment owned and leased by VABHS.
  • Determines when to dispose of used vehicles and equipment, and directs preparation of vehicles for turn-in.
  • Administers all GSA contracts, ensuring adherence to all terms for the Fleet. Enters into service agreements for maintenance, fuel and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result.
  • Recommends action to reduce total cost to Government in cases where the agency is operating VA owned vehicles and using GSA Fleet Management Center vehicles.
  • Manages and assesses the effectiveness of all financial aspects of fleet operations: Operating Funds, initiating commercial job orders (2237's), controlling vehicle operating and administrative inventory and initiating processing of billings and adjustments. Analyzes overall fleet operations as to profit and loss and recommends changes to vehicle types and sizes.
  • Deal effectively with customer agencies and with state and local governments, transportation policy committees, Federal Executive Boards/Associations and local planning commissions.
  • Understand and implement emergency relief procedures and policies in order to effectively and efficiently assign the use of local vehicles in support of the hospital emergency management plan.
  • Coordinates customer service requirements and serves as liaison to ensure needs are met.

Work Schedule: Monday-Friday, 7:00 a.m. - 3:30 p.m.
Telework: Authorized - Ad-Hoc work can be performed on an as needed basis anywhere other than a VA facility or using VA-leased space (example: home). VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Individual Occupational Requirement:
Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements.

To qualify you must possess one of the following:
Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

OR,

Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.

You may qualify based on your experience and/or education s described below:

GS-09

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzes and measures the effectiveness and productivity of the administrative and technical aspects of the services provided by the program; develops strategies to deal with areas of improvement; communicates both orally and in writing to provide training and briefings, compose reports and correspondence, provide assistance to drivers and customers; uses a variety of web-based maps to extract information and mileage; inputs and extracts data from office automation systems to include Microsoft Office, spreadsheets and electronic mapping programs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate.
