Summary

This position is located in the Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6) within the Supply Chain Management Service at the Charlotte, NC VA Medical Center (VAMC). Serves as a Supervisory Inventory Management Specialist for Expendable (EX) assets in a VA Health Care System and supported catchment area. Supervises multiple supply or material classes of consumable medical supply/inventory used in the healthcare system.

Help

Recognized as the Commodity Management Division's subject matter expert and serves as an advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management.

  • Plans, directs and manages the activities of the Commodity Management Section, to include inventory management, supply management, receiving, purchasing, distribution, control of facility, pandemic, environmental supplies, office supplies, non-OIT consignment and prosthetics consumables, equipment instrumentation and applicable services.
  • Exercises authority to plan and coordinate the Commodity Management Section and synchronize requirements with other services/sections in the development of a sound course of action and renders the correct interpretations and decisions involving all phases of the operations/requirements.
  • Ensures compliance in section's specific areas of external quality assurance and business reviews.
  • Oversees the inventory management, control and distribution of expendable inventory for a VA HCS and supported catchment area
  • Establishes procedures and oversees and reviews physical inventories and supply reconciliation
  • Establishes reporting techniques to foresee any potential problems in Supply control
  • Resolves any problem areas identified by the use of data and interpretation of such factors as value of items, volume purchase advantages, market conditions, storage facilities, holding characteristics, administrative costs, seasonal variations, cost of transportation, susceptibility of change and fluctuations, source of supply, and method of procurement, i.e., consignment agreements, blanket purchase agreements, etc.
  • Plans the grouping of items and establishment of cycles of acquisition that will most nearly accommodate the best combination of these conditions, both marketing and otherwise
  • Manages Federal and agency programs for the return and reutilization of medical supplies
  • Ensures compliance and immediate response to the VA National Center for Patient Safety Recall Office
  • Approves emergent procurement decisions in coordination with stakeholders based on back order issues created by national recalls
  • Participates in Root Cause Analysis process to assist in determining how the supply chain is impacted upon a near miss or patient care mishap
  • Serves as the utilization and disposal official for excess consumables
  • Supervises employees from separate but interrelated units comprised of the Inventory Management, Medical Supply Distribution and may include the Purchasing section
  • Makes recommendations for promotions, reassignments and awards; and conducts semi-annual and annual performance reviews
  • Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage
  • Resolves informal complaints and grievances, discusses corrective actions with employees, and recommends appropriate disciplinary and/or adverse action
  • Assists the CSCO and Assistant CSCO in hiring and successfully transitioning new hires into the position by communicating performance elements and standards with applicable timeframes, providing ongoing feedback, coaching, and making appropriate use of the probationary period to assess the employee's ability to perform
  • Develops the ability of subordinate staff and others as appropriate to perform and contribute to the organization through coaching, mentoring, providing ongoing feedback, and by granting opportunities to learn through formal and informal methods
  • Develops individual development plans (IDPs) for professional growth and development
  • Writes, develops, interprets and implements policies and procedures to ensure an efficient program, in order to avoid inefficiency at the medical center and supported catchment area

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience / Education: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience typically includes, but is not limited to: planning, coordinating and executing an inventory and materials management program; directing and overseeing the lifecycle management of individual assets; conducting data/information analysis for acquisition planning; managing and controlling non-expendable equipment and assets; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints.

OR,

Posses a Ph.D. or equivalent doctoral degree or successfully completed 3 full years of progressively higher level graduate education leading to such a degree in a field related to this position. (If you choose this statement, you must submit transcripts with your application.)

OR,

A combination of specialized experience as described in A and more than two years of graduate education as described in B. (Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for this grade level.) Transcripts required

Must possess a valid state driver's license or commercial driver's license (COL), as applicable, if required to operate a motor vehicle or commercial vehicle.

Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 45 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
