Duties

Help

As an Equal Employment Specialist at the GS-0260-13 level, some of your typical work assignments may include:

  • Conducting initial intake interviews with aggrieved employees or job applicants to determine whether the allegations are within the purview of the EEO laws administered by the USMS EEO Office.
  • Conducting EEO counseling; attempting to informally resolve problems; and, if the matter cannot be resolved informally, providing assistance to the employee in preparing a formal complaint; ensuring that complaints are processed in a timely manner.
  • Preparing decision letters on the acceptance of formal complaints. Identifying and recommending disposition of complex matters, such as moot allegations, continuing violations, and multiple complaints.
  • Performing complex EEO investigations by identifying the issues of the complaint and utilizing sound investigative techniques to gather evidence. Interviewing witnesses to obtain detailed descriptions of the circumstances of the allegations and preparing witness affidavits.
  • Serving as an instructor and providing training and advice to management and employees on their rights and responsibilities in the processing and resolution of complaints.
  • Maintaining EEO complaints tracking system data and preparing required complaint status reports.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications

GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0260-13 level, if you fulfill the following qualifications:

One year (12-months) of full-time specialized experience equivalent to at least the GS-12 grade level in the Federal service performing duties such as:
1) Advising on Equal Employment Opportunity (EEO) complaint matters to all levels of management at Headquarters, Agency, District and division level;
2) Performing EEO investigations utilizing sound investigative techniques and interviewing witnesses to obtain detailed descriptions;
3) Advising on the Federal Sector EEO Complaint Process and related Agency policy directives to aggrieved individuals;
4) Preparing responses to inquiries regarding Agency complaint processing from the general public, Agency employees and applicants, management, members of Congress, and other external agencies; and
5) Maintaining EEO complaints tracking system data and preparing required complaint status reports (e.g. Annual Equal Employment Opportunity Commission form 462 Report and quarterly No FEAR Act Reports) (Must be reflected on resume)
