Duties

Help
  • Through subordinate activity managers, is responsible for overall management and direction of the Directorate, Family and Morale, Welfare and Recreation (D,FMWR) Support Division at a large garrison.
  • Provides policies and guidance to ensure attainment of the established objectives of the division.
  • Directs, develops, and administers plans and procedures; implements regulations to ensure functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service.
  • Applies knowledge of programming, planning, and budgeting and long-range FMWR resources.
  • Directs and develops finance and accounting operations through various services to include receipt of, distribution of, and accounting for NAF.
  • Performs other duties as assigned.

Qualifications

1. Work experience directing/managing one or more D,FMWR Support Management programs for a Garrison, or similar civilian community for at least one (1) year. These programs are: NAF Financial Management, Marketing, NAF Major Construction (Requirements Determination), Private Organization, Commercial Sponsorship, NAF Property Management, Internal Review/Management Controls, NAF Supply Warehouse and Maintenance, Public Private Ventures, Information Technology, NAF Contracting, Value Added Taxes, and Hunting, Fishing, and Sport Shooting permits.

2. Knowledge of programming, planning, budgeting, and long-range planning.

Highly Preferred: Candidates that possess the highly preferred criteria below and meet the minimum qualifications above will be referred to the hiring manager first. Criteria is verified within the application package.

1. Possess work experience providing oversight and management of division level NAF Support programming to include Financial Management, Marketing, IT and Internal Controls.
2. Possess work experience researching and developing policies with an emphasis on Financial Management and Internal Controls.
3. Possess work experience assisting with the development and administrative of Directorate level budgets.
4. Possess work experience using FMWR financial management systems like FMBS, SMIRF, ePay, RecTrac, etc.
5. Possess work experience that demonstrates sufficient internal control mechanisms are in place for all divisions within the Directorate of Family and Morale, Welfare and Recreation.
6. Possess five (5) years of work experience in reviewing program priorities and developing five-year plans covering projected programs of personnel, funds, and facilities.
7. Possess work experience in directing, developing, and administering plans and procedures throughout a division.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Limits will be in accordance with the criteria and limits reflected in the JTR.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives are authorized and may be paid but are not guaranteed.
  • Up to 25% Recruitment or Relocation incentive may be paid (service agreement required). Recruitment incentives are applicable to newly hired/reinstated (i.e., reinstated or re-employed after a break in service of at least 1 year). Relocation incentives are applicable to current NAF employees who have accepted a Regular Full-Time (RFT) in a different geographical location, no break in service
Non-Foreign Overseas Allowances
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will be paid, contingent upon eligibility.
  • COLA 1.49% (subject to change without notice).
