THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the FINANCIAL MANAGEMENT ANALYST, GS-0501-9, is to plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.

Recruitment/Relocation
Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval.

PCS
Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest.

Must maintain appropriate level of security clearance.
Must wear appropriate military uniform including required grooming standards.
Must maintain a compatible military unit, grade and job assignment as required by current directives.
Participation in direct deposit is mandatory.

THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

General Experience: Possess experience, education or training which provides the ability to prepare reports and presentation formats, skill in collecting and analyzing data effectively, efficiently, and accurately; skill in applying procedures and directives by reading and interpreting program material; skill in presenting formal training presentations and briefings?

FINANCIAL MANAGEMENT ANALYST, GS-0501-9: Must have at least one year of specialized experience, equivalent to at least the GS-08 level experience in having the knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable, and Travel Pay; Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors; Experienced and competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances.

Education

Substitution of Education for Specialized Experience: Master's or equivalent graduate degree in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management that demonstrates the knowledge, skills and abilities necessary to do the work required or 2 full years of progressively higher level graduate education leading to such a degree.
