Duties

You will serve as a Management and Program Analyst and be responsible for supporting the Acquisition Directorate in the development and management of the 4 year strategic plan and the annual action plan and associated action items.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Plans and coordinates development, consolidation, review and approval of programs and budgets to support projects, programs and systems in the assigned program areas. Anticipates major problems, recognizes future needs and develops policies, standards, procedures and guidance.
  • Identifies, verifies and assesses causes and methods for resolution of problems or impediments affecting the program. Develops practical, reliable, time sensitive and cost effective recommendations for accomplishing team and individual projects and special tasks; and develops and adjusts the concept, methodology work plan and milestone schedules.
  • Assesses, develops and evaluates program processes and products managed within the organization.
  • Analyzes and monitors program and resource use to identify actual or potential problems, trends and deficiency situations or areas of imbalance. Develops or recommends alternatives or corrective action as required.
  • Prepares charts, summaries and narratives which provide the basis for performance evaluation. Provides progress reports concerning assigned programs to the senior management officials and representatives of other commands and agencies. Conducts formal and informal in-process reviews of milestone accomplishment or delay.
  • Serves as a focal point for interagency efforts to formulate and formalize e-business objective plans, programs and policies in areas critical to assessment and evaluation of processes, policies and procedures.

Qualifications

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. EDUCATION:


To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Serving as the lead in developing strategies for planning and developing a major agency acquisition project of national scope and impact.
  • Analyzing organizational performance reports to improve agency policies, operating procedures, and program objectives.
  • Developing project/strategic plans to meet program objectives.
  • Managing office's initiatives and projects to ensure cohesive strategic and implementation plans that are well documented and supported.
NOTE: Education can not be substituted for experience at this grade level.

You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education

Student Loan -
Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.
