The Senior Program Analyst works in the Superior Court of the District of Columbia, Family Court Social Services Division (CSSD). CSSD oversees all youth involved in the District of Columbia’s juvenile justice system who are not committed to the Department of Youth Rehabilitation Services. The incumbent will provide leadership, technical assistance, and collaborative support in case flow management, caseload activity, performance measures and management, and training services.
Summary
The Senior Program Analyst works in the Superior Court of the District of Columbia, Family Court Social Services Division (CSSD). CSSD oversees all youth involved in the District of Columbia’s juvenile justice system who are not committed to the Department of Youth Rehabilitation Services. The incumbent will provide leadership, technical assistance, and collaborative support in case flow management, caseload activity, performance measures and management, and training services.
United States Citizens or individuals lawfully admitted for permanent residency or authorized by the United States Citizenship and Immigration Service to work in the United States.
Leads the division’s data quality program, ensuring accurate and validated case management data, monitors caseload activity, performance measures, and trends to identify opportunities and address discrepancies.
Utilizes Business Intelligence (BI) tools to automate performance reviews and support data-driven decision-making, ensuring that data collection and reporting processes are aligned with operational standards.
Designs and implements business processes, standard operating procedures, and work methods to improve data management and case management systems.
Serves as a representative of the division in internal and external meetings, providing updates, briefings, and presentations to court leadership, agency partners, and service providers.
Works collaboratively on division projects by providing technical advice and guidance. Develops and leverages internal and external agency contacts to obtain or share data, seek information required by the Courts to advance the Courts’ interests.
Represents the Courts on committees and task forces and responds to inquiries about the Courts’ performance. Generates statistical reports and provides data to updated on key performance indicators and performance targets.
Plans, coordinates, and supervises a broad range of diverse projects and programs related to the design, re-design and improvement of division processes and programs; included but not limited to training and development programs to ensure staff proficiency. Facilitates knowledge transfer to ensure consistent understanding of processes and standards.
Serves as project manager for initiatives related to data management and case management systems. Supervises the performance of the Contract Monitoring & Data Analyst Specialist, and Senior Contract Monitors to ensure their work aligns with division goals.
Coordinates with external agencies for data exchanges, program enhancements, and system integrations in collaboration with the Strategic Management Division.
Monitors, tracks, and reports on juvenile probation cases, ensuring effective documentation. Conducts and reports on risk and needs assessments for juveniles, analyze recidivism rates and trends, and recommends intervention strategies and diversion programs. Reports on juvenile probation cases, program outcomes, and trends in juvenile justice.
Collaborates with stakeholders, including the Department of Behavioral Health, Child and Family Services Agency, Department of Youth Rehabilitation Services, Office of the Attorney General, Public Defender Service, court-appointed attorneys, Family Court judges and staff, community-based providers, and other service providers to track service delivery and case outcomes to ensure compliance with rehabilitation plans.
Background and security investigation are required.
A probationary period of one (1) year must be successfully completed.
Fingerprinting Background and Child Protective Registry (CPR) Check.
CPR and fingerprint checks subject to reinvestigation every two (2) years.

Qualifications
MINIMUM QUALIFICATIONS: A Bachelor’s degree in business, Public Administration, or a related field, plus six (6) years of experience working in a general office, public service setting, or court environment including at least one (1) year of experience in a position requiring data collection, analysis and reporting; researching, analyzing, interpreting, or drafting policies, rules, and procedures.
