WHAT IS THE TAXPAYER SERVICESDIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Services Service Center Austin Submission Processing, Accounting Operations.
Taxpayer Services Service Center Kansas City Submission Processing, Accounting Operations.
Taxpayer Services Service Center Ogden Submission Processing, Accounting Operations.

The following are the duties of this position at the full working level.

  • Ensures the control and balancing of daily computer-generated listings covering electronic payments and resolves any discrepancies. Maintains daily liaison with TCC personnel assigned to EFTPS to ensure release of master file updates, to obtain system performance information, and for joint problem diagnosis.
  • Resolves all unbalanced conditions in accounts between the FA's and the Submission Processing Center (SPC) and Credit Card companies and the SPC, and, when affected, adjusts the BMF/IMF account of impacted taxpayers.
  • Takes steps to assure correction of any errors that may have occurred in processing. Maintains suspense inventory of current unprocessable payments and coordinates actions to resolve the delaying condition. Assists in the resolution of unpostable EFTPS payments, particularly IMF credit card payments.
  • Approves the reversal of electronic payments including duplicate payments. All reversals are coordinated with the appropriate Financial Agent.
  • Identifies payment problems created by or enhanced by taxpayer financial institutions and makes contact with the appropriate officials of those institutions to seek corrective and/or preventive action.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-08: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes: Experience using the full range of accounting procedures, techniques, terminology, and regulations to identify erroneous journal entries and perform extensive research to resolve account discrepancies and errors; Experience using automated accounting control system and manual procedures, extensive account structures and systems, the full range of accounting code classifications, subdivisions, associated codes, and documents to process extremely varied transactions. You experience should involve extensive problem solving, and innovative approaches as well as substantial research, complex reconciliation, balancing, and adjusting on unusual transactions and a wide variety of accounts.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.   • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.; Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m.

  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
