Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties to include but not limited to:

Technical Skills

  • Independently utilize an electronic healthcare record including but not limited do recording encounter documentation, entering medication or lab orders, and updating medication lists/allergies
  • Identify physical and clinical differences between pharmaceutical products
  • Identify physical and clinical differences between pharmaceutical labeling/packaging
Supervisory Functions
  • Manages the activities of assigned Clinical Pharmacy Staff and has the oversight of ongoing inpatient and specialty clinical pharmacy services. Works under the supervision of the Associate Chief, Clinical and Education Services and, as adjunct, Associate Chief, Operations. Works with other pharmacy staff to assure that pharmacy clinical services are well coordinated and incorporated into the overall approach to patient
    care. Assures that the pharmaceutical care needs of patients are met across the continuum of care within the scope of their clinical specialty area.
  • The incumbent has full administrative authority over subordinates in his/her area of specialty, and ensures that services provided meet or exceed the professional and legal standard. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals.
  • Ensures implementation of performance standards, assures that clinical practice is compliant with all regulatory and accrediting body requirements. Develops policies and procedures relative to the assigned area of practice.
  • Designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities.
Clinical Functions
  • Maintains clinical practice within their area of expertise. Assists in cross-coverage needs of subordinate staff.
  • Monitors and assesses the outcome of drug therapies with advanced skill, including physical assessment and interpretation of laboratory and other diagnostic procedures. Monitors patients prospectively for any deviation from the accepted treatment plan, for the efficacy of the plan, and for any adverse reaction or drug interaction occurring during the execution of the plan.
  • Demonstrates advanced knowledge of pharmaceutics, pharmacodynamics and pharmacotherapeutics as determined by peer review. Reviews, analyzes, and applies evidence based literature to specific patient situations.
  • Evaluates the need for and provides verbal and written medication information to patients or families concerning their medications and disease states.
Administrative Functions
  • Participates in medication use evaluations activities, audits or quality management monitoring as designated by supervisor.
  • Gathers data for administrative reports when assigned. Upon request, independently prepares reports or participates in pharmacy projects. Assists in preparing for special accreditations and reviews (e.g. The Joint Commission, Inspector General, etc.,) and meets with reviewing/inspecting officials and pharmacy management.
  • Participates in hospital committee assignment and documents committee contribution or impact of meetings.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree programs; today the sole degree is Doctor of Pharmacy) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEF iBT).
  • Licensure: Hold a full, current, and unrestricted license to practice pharmacy in a State, Territory, or Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Grade Determinations: To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice.
  • Ability to effectively supervise subordinate staff.
  • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • Expert understanding of regulatory and quality standards pertaining to pharmacy.
  • Skill in managing people or programs
Meets criteria to work under a scope of practice:
  • 1. Completion of a Pharmacy Practice or Specialty Residency with substantial component (>50%) of direct patient care activities involving comprehensive medication management
OR
  • 2. Completion of a minimum of 3 years of pharmacy practice experience with a substantial component (>50%) of direct patient care activities involving comprehensive medication management
Preferred Experience: PGY1 preferred. Inpatient/Acute Care experience preferred.

The full performance level of this vacancy is 13.

Physical Requirements: The incumbent must be able to perform all activities of the position without restriction. This position involves: Must be in overall good health. The work requires standing, walking, moderate lifting and carrying of items. The work also requires the use of fingers, the ability to read without strain (far vision correctable in one eye to 20/20 and 20/40 in the other), and the ability to hear (aid permitted).
