Summary

The primary purpose of this position is to serve as an Outreach Coordinator to reach veterans, assist with the post-9/11 Military to VA (M2VA) Case Management Program, and work with Veterans' Service Organizations, and military and community events. Incumbent provides specific information and comprehensive assistance to Veterans, their dependents, and beneficiaries concerning any matter within the scope of VA benefits.

Duties

Help

  • Acts as a resource for Veteran community for information dissemination.
  • Provides training and information to VA staff, other Federal agencies and community agencies.
  • Assists veteran clients and their families in understanding their rights and responsibilities.
  • Acts as a liaison with DOD, VSOs and other community organizations.
  • Develops and maintains working relationships with a network of service provision agencies and individuals.
  • Explores all avenues of assistance and takes positive action to encourage individuals to fully utilize the available benefits.
  • Assists with Outreach programs relaying available benefits to veterans.
  • Develops and distributes outreach materials.
  • Prepare and submit monthly/quarterly/annual reports related to Outreach program and minority Veteran Outreach program.
  • Receives and responds to a wide variety of correspondence relating to Outreach activities and enrollment of new veterans.
  • Organizes and participates in a myriad of community activities and events that have a high probability of homeless veterans present such as a "Stand Down", VSO meetings, and events.
  • Analyzes trends and patterns and work with management and staff to continually improve services provided to Veterans.


Work Schedule: Monday to Friday 8:00am - 4:30pm, weekends, flex schedule

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/16/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Preferred Experience: Three+ years customer service, two+ years Outreach experience.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, participates, assists, and advises on community events; engages in outreach programs assisting Veterans, their dependents, and their beneficiaries regarding all benefits available through the Department of Veterans Affairs, as well as non-VA benefits through other agencies; liaises between Veteran's Service Organizations, community groups, and others whose interest is in assisting and protecting Veterans, their families, and their representatives; prepares and maintains administrative records and reports in accordance with program guidelines and policies.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work normally involves mental rather than physical exertion. Work is usually performed sitting at a desk, in briefings, meetings, etc., or riding in an automobile or public transportation. A high level of physical energy is required as the incumbent will be expected to meet with many people in many different locations in the course of a workday. Some bending, walking, standing, lifting, and carrying outreach materials to events are required, however, no special physical demands are involved in performing the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
