As an Equipment Specialist (Aircraft Maintenance), you will:

  • Provide Federal oversight of the aviation maintenance program based on the requirements, regulations and objectives for the multiple and complex missions of NNSA aircraft operations.
  • Identify, develop and recommend for issuance, appropriate standards, procedures manuals, and guides to assure the implementation and conduct of a high-quality aviation maintenance management program.
  • Conduct periodic appraisals of aircraft maintenance programs focused on safe processes, best business practices, aircraft availability rates, and economic efficiencies.
  • Inspect and survey the aviation services contractor's compliance with the continuous airworthiness maintenance program (CAMP).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must have one full year of specialized experience equivalent in responsibility and scope to the NQ-02 pay band or GS-12 level as described in the vacancy announcement under specialized experience requirements. Specialized experience for this position is defined as: Technical expertise in large aircraft cargo and passenger type aircraft, high quality maintenance programs to support multiple types of aircraft including 737 sized aircrafts, high level working knowledge of Occupational Safety and Health Administration (OSHA) safety principals and quality assurance, serving as a Contracting Officer Representative (COR).

Examples of Specialized Experience:

  • Experience with aircraft structure design, non-destructive testing, avionics technology, FAA rules and regulations concerning aircraft design and certification and reliability testing
  • Experience with Aviation safety principles to operational risk management, and basic OSHA safety principles.
  • Experience overseeing high quality maintenance programs to support multiple types of aircraft
  • Experience developing aircraft maintenance planning documents, low utilization maintenance programs, and validating Continuous Airworthiness Maintenance Programs (CAMP).
  • Experience as a Contracting Officers Representative (COR) for aviation contracts, providing technical direction, validating invoices, and assessing contractor performance.
  • Experience as a member of an evaluation team for multi-million dollar contracts.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Education

Undergraduate Education: Major study -- any field of study in an accredited college or university.

Graduate Education: Major study -- fields related to the position to be filled.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
