Duties

Help

The incumbent serves as the Safety and Occupational Health Manager and is responsible for developing, implementing, and managing comprehensive safety, occupational health, and environmental programs. The incumbent serves as an authoritative advisor on safety-related matters, represents USBG across AOC jurisdictions and with external organizations, and ensures compliance with all applicable regulations.

Major Duties:

Program Management
Serve as subject matter expert on safety and environmental programs; review, interpret, and draft policies and SOPs.

Manage high-risk safety operations including fall protection in greenhouses and elevated glass structures.

Conduct program reviews to measure effectiveness and compliance; follow up on recommendations.

Act as COTR and lead developer for USBG safety-related contract scopes; oversee safety specifications in construction/renovation projects.

Perform Job Hazard Analyses (JHAs) and exposure assessments; recommend and procure PPE.

Serve as the Jurisdiction Safety Specialist (JSS) and liaison to the AOC Office of Safety and Code Compliance.

Training, Advisory Services & Emergency Management 

Provide technical safety training to staff, volunteers, and contractors on a broad range of topics including hazardous substances, PPE, ergonomics, and emergency response.

Maintain UST Class A certification; conduct UST Class B Operator training.

Investigate safety incidents and recommend corrective actions.

Coordinate emergency response plans and serve as USBG’s expert in AOC emergency management systems.

Inspections & Compliance 

Conduct safety inspections in diverse work environments (greenhouses, outdoor areas, tunnels, etc.).

Identify hazardous conditions, recommend corrective measures, and follow up to ensure implementation.

Review design and construction plans for safety concerns.

Manage USBG’s compliance with OCWR inspections and related corrective actions.

Coordinate environmental compliance activities including hazardous waste disposal and water testing.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

 Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service that demonstrates the following:

  • Planning, developing, organizing, administering, evaluating and coordinating a comprehensive safety and occupational health program
  • Conducting workplace hazard assessments and incident investigations.
  • Delivering safety related training and technical guidance.
  • Applying knowledge of PPE, environmental regulations, and emergency management practices.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

KSA 2. Hazard Assessments and Inspections- Ability to identify, evaluate, and mitigate workplace hazards through inspections, job hazard analyses (JHAs), and environmental assessments.
KSA 3. Safety Programs and Policies- Proven experience creating safety policies, SOPs, and training plans that align with federal requirements and adapt to dynamic, high-risk environments such as greenhouses and public-facing facilities.
KSA 4. Communication- Ability to effectively convey complex technical safety information through written reports, oral briefings, and training presentations to staff, contractors, and external partners.
KSA 5. Emergency Management- Knowledge of emergency response protocols, plan development, incident investigation, and liaison responsibilities with agency-wide safety and emergency systems (e.g., WebEOC).
KSA 6. Program Evaluation and Contract Oversight- Ability to evaluate safety program performance, manage findings from audits or inspections, and serve as COTR for safety-related contracts and procurement.
