You will serve as an IT Cybersecurity Specialist (Policy and Planning/Information Security) for the Infrastructure Services Division (ISD), Cloud and Data Branch (CLD), Data and AI Section. The Data and AI Section serves as the connective tissue of information flow, a dynamic Data Fabric that orchestrates the secure and efficient transport of data from diverse source systems directly to decision makers. Utilizing a robust suite of engineering tools, the services oversee not only store and process data at scale but also transform it into actionable data products used by USCG assets across the fleet.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Develop methods to monitor and measure risk, compliance, and assurance efforts for data fabric projects and services.
  • Provide advice on project costs, design concepts, or design changes for data fabric projects and services.
  • Provide recommendations for possible improvements and upgrades to data fabric services.
  • Review or conduct audits of information technology (IT) data fabric programs and projects.
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position.
B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include all of the following:

  • Provide and oversee technical support services projects designing and implementing data pipelines to ingest and process large volumes of data from various sources, to include USCG, DHS and DoD enterprise applications.
  • Manage projects processing and analyzing large datasets using distributed computing frameworks, as well as experience with machine learning and deep learning frameworks.
  • Manage projects that develop and implement scalable and secure data storage solutions using Big Data technologies like), Amazon S3, or Azure Data Lake Storage, and experience with data management tools.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

NOTE: Education cannot be substituted for experience at this grade level.

Student Loan -
Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
