The United States Space Force (USSF) at Los Angeles AFB, CA is searching for a Branch Chief & Lead Systems Integrator, MW/MD (NH-0801-04, GS-14/15 Equivalent).

Description:
Lead driver for multi-segment delivery of Missile Warning/Missile Defense (MW/MD) performance. Plan, manage system/enterprise requirements, guide end-to-end testing/verification, assure mission delivery, and sell off and transition MW systems capability to operations. Develop end-to-end Mission Integration Plans and System of Systems Schedules. Align all System/Segment providers to a common schedule. Manage integration "choke points" (i.e., integration pipeline) for Government decisions. Coordinate all mission integration efforts across all stakeholders. Monitor Lines-of-Effort (LOEs) / Segment Integration and help identify and resolve issues. Lead integration of multiple Systems to achieve Enterprise MW/MD Mission capabilities. Enable/manage joint test across the member Systems in the Enterprise. Assess performance, perform gap analysis, develop recommendations for architecture and/or cross-enterprise operating concepts. Provide a single accountable point to manage and integrate changes.


Ideal Candidate:
Proven leadership in developing and integrating satellites and complex ground systems. Deep understanding of Overhead Persistent Infrared (OPIR) mission. Ability to establish, clearly communicate, and execute priorities across diverse team of Government, FFRDC, support contractors, and development contractors to enable system integration. Ability to integrate and summarize complex technical issues for timely presentation to senior leadership (e.g., Senior Materiel Leader, PEO, MDA) to support decision-making. In-depth understanding of system and sub-system designs and architectures. Ability to lead the conduct of enterprise end-to-end performance models of the system combined with a continuous technical effort to update and validate system models, using testing and engineering data. Ability to understand and lead the active mitigation of technology and system integration risks. Quantitative understanding of how related legacy systems or the system being upgraded are used and how they perform operationally (e.g., reliability/availability, key performance metrics).

- Knowledge and experience driving closure and resolving complex technical issues and challenges
- Demonstrated ability to deliver in fast-paced environment
- Experience with satellite systems, payloads, and complex ground systems through development, integration, and test
- Strong critical thinking skills and ability to translate into actions and results
- Demonstrated expertise in system integration, as well as system engineering, and a working knowledge of the difference
- Demonstrated technical and leadership abilities to lead multiple contractors and Government teams.

Key Skills and Abilities:
1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and inwriting.
6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

  • Must be a U.S. Citizen.
  • Employees must be able to obtain and maintain a Top-Secret / SCI security clearance.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance for the position.

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • May be required to travel by military or commercial aircraft within CONUS or to downrange sites in the performance of Temporary Duty Assignments (TDY).
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
  • PCS/Relocation funding is available.
  • May be subject to recall during other than normal duty hours and may be required to work overtime on an unscheduled or emergency basis.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • A professional engineering degree at the bachelor’s level from an ABET accredited institution is required.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
  • This is a Critical Acquisition Position (CAP).
