In this position, you will use your expertise to plan and conduct special studies, personally or through team members, provide advice to managers, and develop and evaluate policies in assigned program areas. You will plan, conduct or participate in special studies or task forces and provide assistance to headquarters and field offices.

This position starts at a salary of $105,383.00 (GS-13, Step 1) to $137,000.00 (GS-13, Step 10).

Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

As an Asset Forfeiture Specialist, you will be responsible for directing, implementing, coordinating, and overseeing a major segment of a department-wide mission or administrative program. Typical work assignments will include:

  • Managing, directing, and coordinating the Asset Forfeiture Program within the Headquarters Asset Forfeiture Office by developing local policies, procedures, guidelines and strategies to meet the Headquarters AFP objectives and mission.
  • Serving as an expert on the Seized Asset Management and Enforcement Procedures Handbook (SAMEPH) and its policies, processes, and methods, and related laws.
  • Compiling financial and budgetary documents for the Asset Forfeiture Program.
  • Researching and developing records and/or case documentation (physical or electronic) to support multiple programs within USBP Headquarters.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Interpreting case law and guidelines on asset forfeiture affecting USBP and the Asset Forfeiture program;
  • Acting as an Agency Representative for vehicle seizure and transfer and enforcing the national seized property contractor's compliance with the Statement of Work (SOW);
  • Serving as an expert on SEACATS data entry from case initiation to property storage and transfer;
  • Analyzing and resolving major conflicts in policy and program objectives, and developing and implementing new policies and methods;
  • Monitoring, reviewing, and analyzing reports associated with seized/forfeited asset related accounts, reviewing and maintaining invoices and receipts of seized/forfeited assets associated with said accounts.

You must:

  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/15/2025.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Motor Vehicle Operation: You must possess the ability to operate a Government Owned Vehicle. A valid, non-restricted driver's license is required.

Overtime: You may be required to work unscheduled overtime.

Training: This position has a training requirement.

Training Requirement: Selectee(s) must attend a 7-week Custody and Management of Seized Property basic training course at FLETC GLYNCO in Brunswick, GA within 12 months of entering on duty (EOD), with successful completion/certification in both the OC Spray, CSB and defensive training. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

Travel: Extensive travel for extended timeframes may be required.

Uniform: You will be required to wear a DHS issued uniform on duty.
