Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Plan, direct, organize, and manage the Mission Support Group program including such areas as logistics planning and readiness, security forces, civil engineering, communications, services, and personnel.

Exercise supervisory personnel management responsibilities. Direct, coordinate, and oversee work through subordinate supervisors. Advise staff regarding policies, procedures, and directives of higher-level management or headquarters

Represent the wing with a variety of installation/functional area organizations. Establish, develop, and maintain effective working relationships with other group commanders, representatives/senior staff at Numbered Air Force, Head Quarters Air Force Reserve Center (HQ AFRC) and gaining Major Commands (MAJCOMs).

Accomplish special staff studies and projects resulting from reorganizations, regulatory changes, new technology, mission changes, etc. Identify the need for studies, establishes goals and objectives, and accomplishes research

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • This position is centrally managed. Travel and relocation expenses will be paid.

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 301 MISSION SUPPORT GP with the military rank of Colonel/O-6, AFSC: 030C0. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-13 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience gained while assisting with planning, organizing, coordinating, directing, and controlling the Mission Support Group (MSG)/Base Support functional activities which include but not limited to Aerial Port, Civil Engineering (CE), Communications, Contracting, Force Support (Personnel and Services), Fuels Management, Logistics Readiness (LR), Security Forces (SF), Supply, and Transportation.

AND

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a variety of logistics functions including but not limited to communications, civil engineering, mission support, logistics planning and readiness supply, transportation, contracting services, civil engineering and support mission requirements in all areas of base support.

2. Knowledge of safety and security regulations, practices and procedures.

3. Ability to plan, organize, and direct the functions and mentor, motivate and appraise a highly diverse staff and workforce through subordinate supervisors.

4. Ability to analyze, plan and adjust work operations of several organizational segments to meet program requirements and objectives within available resources.

5. Ability to exercise tact and diplomacy in relations with labor groups, civic groups and other unit organizations.

6. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Mission essential: This position may be designated as mission essential based on local conditions in accordance with Department of Defense Instruction (DoDI) 3020-42. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
