Duties

Help

As a Case Management Specialist (Air Force-FMS) you will be responsible for the following duties:

  • Serve as an Air Force or Army Foreign Military Sales (FMS) Case Manager for assigned Air Force or Army combat system platforms.
  • Serve as the liaison with foreign government personnel and key personnel within the Security Assistance community involved in the Air Force or Army Security Assistance program in Iraq.
  • Oversee procurement planning/actions, contract management, requisitioning, and program management for all for assigned combat system platforms.
  • Serve as advisor to the Office of Security Cooperation (OSC)-I Chief, Air Force/Navy Director or Army/Special Missions Director and to the partner nation regarding issues pertaining to potential Security Cooperation/Security Assistance programs.
  • Direct the development and preparation of briefing materials, trip books, readaheads, issue papers, action and information memoranda and other documents required by OSC-I Chief, Air Force/Navy Director or Army/Special Missions Director, Implementing Agencies, DSCA, DOD, and Department of Air Force (DAF) or U.S. Department of Army (USDA) personnel for their meetings with senior U.S. and foreign government personnel and commercial representatives.

Qualifications

You must have one year Specialized Experience equivalent to the GS-11 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

Specialized experience required for this position is:

  • Assist in the procurement, logistics, and maintenance of Foreign Military Sales (FMS) to foreign partners for delivery of critical capabilities
  • Advise senior leadership of DoD regulations, rules, statutes, or policies pertaining to FMS or Security Assistance Programs (SAP).
  • Develop briefing materials to provide the status of FMS or SAP data to senior government leadership.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. INFORMATION FOR OVERSEAS: Initial Overseas tour of duty is 24- months, with an option to extend. This is an accompanied tour.

- Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July 2012.

- Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above.

Applicants who have returned from an overseas tour and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years.

- Medical Care: Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.

- Applicants hired from the Continental United States (CONUS) are required to obtain Diplomatic Passports and Visas prior to departure to the overseas area.

- May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism.

- Payment for travel and transportation expenses may be authorized. This includes government paid travel
transportation, shipment and temporary storage of household goods, and possibly other entitlements based
upon the JTR and agency policy. You may be required to sign a transportation agreement. Most civilian permanent change of station travel entitlements are taxable.

The Following Allowances are authorized:
  • Home Leave: Must complete 24 months of continuous service overseas to use
  • TQSA-temporary lodging, meals, laundry/dry cleaning until permanent quarters are available. (if necessary)
  • FTA-Foreign Transfer Allowance (up to10 days allowed within the United States, temporary lodging based off home of record, if necessary)
  • Post Hardship Differential 20%
  • Embassy housing provided
  • Pay retention may be considered for applicants whose pay would be reduced if selected. Pay retention will NOT be offered as an incentive for employees moving between overseas positions.
  • The agency may not provide Pay retention to an employee who is reduced in grade or pay for personal cause or at the employee's request (therefore when voluntary applying for position that is CLG, Pay Retention is not authorized).

Education

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Intermediate-level certification. Incumbent must complete Basic-level courses within one year and Intermediate-level courses within two years (3 years total).
