Summary

The incumbent works as a Health Technician primarily in the clinical laboratory as a phlebotomist, but also supports the laboratory with clerical, accessioning and processing, and other testing duties. The incumbent works directly for the Laboratory Manager, who reports to the Associate Director of Patient Care Services and Nurse Executive. The Laboratory service employs 10 employees.

Duties

Help

The incumbent performs ongoing patient care duties under the delegated authority of the supervising Laboratory Manager and/or higher-grade Technologist assigned, credentialed, privileged and competent in the management and care of the patient. The Health Technician is expected to communicate with the supervisor to provide collaborative, timely and appropriate patient care.

Clerical and Specimen Processing Duties

  • Answers incoming calls for Laboratory Services. Quickly finds and relays accurate information or refers the caller to technical personnel. Performs disposition of add-on orders.
  • Duties include performing observation-based screening, collecting patient information in collaboration with licensed personnel. This may involve obtaining patient health history, chief complaints, medication history, and information about health-related or high-risk conditions that may impact the patient's health status.
  • Functions as a resource person and troubleshooter for clerks and medical staff in executing Vista order entry and results options.
Phlebotomist Duties
  • Perform specimen collection on residential wards for: new admissions, for patients with mobility issues, for patients under quarantine status, and when needed for difficult to collect patients.
  • Performs blood drawing duties in a safe and courteous manner. Makes the patient feel as comfortable as possible.
  • Adheres to safety, infection control, and standard precautions always while drawing blood. Must be proficient in phlebotomy, being able to draw all but the most difficult patients and follows proper procedures for redrawing blood. In addition, must develop the essential speed required to complete the blood drawing duties.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. OR, Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position.

ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. In addition to meeting the English language proficiency, the below specialized experience and/or education must be met in order to qualify for this position.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Must be proficient in phlebotomy, performs blood drawing duties in a safe and courteous manner. Performing observation-based screening, collecting patient information in collaboration with licensed personnel such as obtaining patient health history, chief complaints, medication history, and information about health-related or high-risk conditions that may impact patients health. Instructs patients in proper midstream urine collection, 24-hour urine collection, and collection of specimens for culture and sensitivity, ova and parasites, occult bloods, and any other specified special collection procedures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

OR

Applicants may substitute education for the experience required for the GS-05 level. Applicants must have successfully completed a full four (4) year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to this position. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

OR

Applicants may also combine education and experience to qualify at the GS-05 level. Applicants must have an equivalent combination of successfully completed post-high school education (beyond the second year) in courses directly related to this position and specialized experience, as described above, which meet the total qualification requirements for this grade level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college, or university. NOTE: Your experience must be documented in your resume and transcripts are required.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Preferred experience: One year of experience performing phlebotomy in a clinical or hospital setting, or a phlebotomy training certificate from a nationally accredited program.
