  • Serves as the senior subject matter expert to DoD on Contract Administration Services (CAS) matters providing solutions and courses of actions to Department of Defense (DoD) agencies on the execution of post award contract administration actions.
  • Provides this service to the Office of the Secretary of Defense (OSD), Defense Pricing and Contracting (DPC), the Armed Services and all other Department of Defense (DoD) agencies.
  • Provides proposal pricing and deliverable item support under contracts managed by DCMA include complete major defense weapon systems designated Major Defense Acquisition Programs (MDAP), Acquisition Category (ACAT) ID or IC.
  • Serves as Co-Chair and senior functional representative of the Mechanization of Contract Administration Services (MOCAS) Joint Review Board.
  • Responsible for maintaining the good order of operation of the department’s main contract administration and largest entitlement/accounting system for MOCAS.
  • Serves as Head Contracting Authority (HCA), responsible for the acquisition and administration of all life support, facilities, supply, service and information technology contracts needed for the good order and function of the agency.
  • Directs the operations of the DoD Government Purchase Card Program (GPC) streamlining payment procedures and reducing the administrative burden associated with purchasing supplies and services for all organization within the department.
  • Directs the DoD Procurement Management Review (PMR) reviewing procurement functions performed by Other Defense Agencies and the 4th Estate, providing OSD an objective appraisal of DoD contracting operations across the department.
  • Directs Systems and Performance Management Division managing requirements and executing the development and modernization of CAS software tools into the DoD wide Procurement Integrated Environment (PIEE).
  • Directs the operations of the OSD Ability One Contract Management Services Program and Clause Logic Service (CLS).
  • Directs the Functional Information Resource Management (FIRM) Center, which acts as the sole executor for mass-modifications for the DoD which affect changes to all contracts for the Armed Services, DoD agencies and the Defense Industrial Base(DIB).
  • Directs the Contract Property Group which oversees over $115 billion in government furnished property.
  • This position services as the Executive Director, Contracts, for the DCMA, and is the principal advisor to the Agency Director, Deputy Director, and Senior Leadership Team (SLT) on all aspects of Contract Administration Services (CAS).
  • Develops long-term planning needs, forecasts, objectives, and priorities to guide the eff orts of the extensive DCMA multi-functional contract management workforce.

  • Mobility Agreement: All newly appointed Career SES members must sign the Reassignment Rights obligations Agreement.
  • Probationary Period: You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
  • Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position.
  • Senior Executives are required to complete a "Declaration of Federal Employment," (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.
  • This is a Critical Acquisition Position (CAP).
  • Defense Acquisition Workforce Requirements: This position requires a Professional level in contracting.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Eligibility will be based upon a resume clearly showing that the applicant has the technical qualifications, training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps. Additionally, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives.

A. Mandatory Technical Qualifications (MTQ):
MTQs are essential for successful performance in the position. Do NOT submit separate MTQ statements.

  1. Expert knowledge of all aspects of government contracting and the Acquisition Life Cycle for both pre and post award actions (including but not limited to requirements development, budgeting, solicitation, contract award, procurement analysis, contract cost/pricing, contractor business systems, property management, contractor payment, financial analysis and contract closure) and the corresponding government contracting Information Technology (IT) systems and how they work across the department to ensure proper contract execution..
  2. Demonstrated ability to determine organizational needs and formulate plans, policies, and objectives to achieve goals, such as maintaining and providing dedicated expertise in CAS, major program support, delivery of supplies and services, contractor management and modernization of overarching DoD IT systems.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

B. ExecutiveCoreQualifications(ECQs):

The ECQs describe the leadership skills needed to succeed in the Senior Executive Service. The ECQs were designed to assess executive experience and potential and measure whether an individual has the broad executive skills needed in a variety of SES positions. Applicants must submit separate narrative statements to address each of the five ECQs below (maximum length of each statement: 1-2 pages). Each statement must fully describe how their experience demonstrates the specific ECQ. Include two relevant specific examples of actual experience, education, and accomplishments that directly demonstrate competencies for each ECQ. Examples should be clear and concise and emphasize the level of responsibilities and scope and complexity of programs managed.

(Exception to ECQ Requirement: Current Career SES members, former Career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to submit narrative ECQ statements.)

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Leadership Competencies: Financial Management, Human Capital Management, Technology Management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. FUNDAMENTAL COMPETENCIES: These competencies are the foundation for success in each of the ECQs: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

C. Critical Acquisition Position (CAP) Requirements:
  • Must have 10 years of acquisition experience in an Acquisition Workforce position-- at least 4 years of which was performed while assigned as a Critical Acquisition Position (CAP).
  • Must possess Professional certification in Contracting (or obtain a waiver)

  • Background Investigation: This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. This requirement may take 120 days or longer to process. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to Sensitive Compartmented Information (SCI).
  • Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position. This must be submitted annually and upon termination of employment.

  • DAWIA (Back to Basics) Certification: CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition Contracting, Professional certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years. You will be evaluated for this job based on how well you meet the qualifications above.
