Duties

Help
  • Conducts studies of fire programs, functions, work processes, staffing levels, methods and procedures and other related criteria.
  • Reviews operating regulations and directives and other pertinent sources to gather, correlate, analyze, determine and recommend appropriate effectiveness.
  • Analyzes and evaluates policies, procedures, guidelines and administrative processes.
  • Reviews audit and investigative reports to determine appropriate changes or corrective action required.
  • Responds to management requests to analyze problems and issues.
  • Advises management on a variety of opportunities and options to increase organizational effectiveness.
  • Provides direction and interpretation of administrative policies, procedures and guidelines to managers and co-workers.
  • Establishes relationships with outside resources to develop partnerships and/or alternative funding opportunities.
  • Prepares detailed action plans and schedules for long and short-range project accomplishment and ensures that plans are consistent with organization’s goals and policies.
  • Prepares directives, memoranda, policy statements and other written guidelines and recommendations.
  • May identify resources required to support varied levels of program operations.
  • May assist with analyzing budget projections and planning, coordinating and developing budget proposals.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify for the GS-09 grade level, 1 year of specialized experience equivalent to GS-07 is required. Examples of work experience include, but are not limited to: Performing administrative support duties such as: gathering and reviewing statistical and program data; providing guidance on administrative policies and procedures; and using automated systems and databases to accomplish work activities, manipulate data and produce reports.

To qualify for the GS-11 grade level, 1 year of specialized experience equivalent to GS-09 is required. Examples of work experience include, but are not limited to: Performing administrative support duties such as: Gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations; providing guidance and direction on administrative policies and procedures; using automated systems and databases to accomplish work activities, manipulate data and produce reports; and assisting with planning and developing budget proposals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of Education for Experience:
For the GS-09: a master's or equivalent graduate degree or 2 full years (32 semester hours) of progressively higher level graduate education leading to such a degree which is DIRECTLY related to work of the position OR an LL.B. or J.D; OR an equivalent combination of specialized experience and education.

For the GS-11: a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree which is DIRECTLY related to the work of the position, or LL.M; OR an equivalent combination of specialized experience and education.
