Duties

Help
  • Serves as the Program Manager in the Business Management Office (BMO) of Defense Logistics Agency CENTCOM and SOCOM .
  • Provides subject matter expertise to plan, establish, implement and manage the full range of policies and procedures and comprehensive business, financial and administrative management functions for the DLA CENTCOM and SOCOM Commander and staff.
  • Conducts studies and analysis of business, financial and administrative processes and procedures to identify substantive changes to work methods and management practices and identify new objectives.
  • Identifies administrative problems and process gaps and advises the Commander/Deputy Commander of the advantages and disadvantages of various methods and approaches for resolution.
  • Recommends strategies to improve capabilities and services in areas such as personnel, training, travel, records, and facilities management. Also in agreements, supply support, controlled correspondence, audits and other administrative programs.
  • Research regulations, manuals, directives, and historical files to obtain data and information to be used to formulate recommendations to the DLA CENTCOM and SOCOM Commander and Deputy Commander.
  • Acts independently to establish policy and procedures concerning the administration, flow and operational control over management support functions including civilian personnel, travel, training, records management and directorate reports.
  • Responsible for using Enterprise Business System (EBS) Business Workplace to generate Military Interdepartmental Purchase Requests (MIPR) as required.
  • Serves as administrator for the Defense Travel System implementation in DLA CENTCOM and SOCOM.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Utilizes qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
  • Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more public programs.
  • Identifies and proposes solutions to experienced problems characterized by their scope, importance, and severity, and for which established management techniques are inadequate.
  • Plan, organize, negotiate with management, and implement recommendations and proposals which involve resources and/or require extensive change in established procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
