Duties

Help
  • The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
  • Serves as the Chief over the Accounts Payable Customer Care Call Center. Position requires assisting the first-line supervisor and Customer Service Representatives when call volume is high as well as elevated calls.
  • Develops standard work processes to enhance detection and correction of errors, uniformity of procedures, and improvement of the organization’s productivity.
  • Serves as liaison to support development of new sites or work transfers.
  • Participates in financial systems tests, and analyzes and evaluates the effectiveness of ADP applications used by the Organization.
  • Plans, organizes, directs, coordinates and reviews the work of subordinate branches involved in carrying out the mission and functions of the division.
  • Evaluates internal payment policies, procedures, controls, and work outputs to ensure compliance with Department of Defense (DoD) payment policies and directives.

Qualifications

GS-09: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

SPECIALIZED EXPERIENCE STATEMENT GS-09 Specialized experience is defined as experience performing financial management data analysis, creating recommendations for business process improvements, and customer support for an automated financial system.

GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

SPECIALIZED EXPERIENCE STATEMENT GS-11 Specialized experience is defined as experience providing expert knowledge of financial standards and principles to effectively analyze financial operations by applying applicable laws, regulations, policies and procedures to resolve issues relating to disbursing operations.

Time-in-Grade GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.

Time-in-Grade GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

  • This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated.
  • Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level.
  • PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only.
  • In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD FM Certification Program," this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If he or she is not already certified at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
  • The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed/undisclosed background issues, the employment offer may be withdrawn. Individuals selected are required to obtain/maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment.
