THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the PROGRAM ANALYST, GS-0343-9, is to serve as the analyst and consultant for the management and administration of programs within the directorate or division. Serves as key coordination point for all program requirements.

May make additional selections within 90 days of eligible(s) issuance.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.

AREA II= Current California National Guard members.

Must maintain appropriate level of security clearance.
Must wear appropriate military uniform including required grooming standards.
Must maintain a compatible military unit, grade and job assignment as required by current directives.
Participation in direct deposit is mandatory.

Security Clearance: at a minimum a National Agency Check is required.

THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Qualifications

General Experience: Possess experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management; Knowledge of the National Guard organizational structures, functions, procedures, and techniques; Experience using computer and automation systems.

PROGRAM ANALYST, GS-0343-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, in: application of practices, theories, techniques, and methods of management; Experience analyzing, interpreting, and developing policies and procedures of local management.

Education

Substitution of Education for Specialized Experience: A master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required.

MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).
