Grand Canyon National Park is pleased to announce an opening in the Facility Management and Engineering Division, within the Utilities Branch. This is an opportunity to work in state-of-the-art facilities scheduled to be commissioned from late 2025 through 2030. In total, three new water treatment facilities and three new wastewater treatment facilities will be constructed and placed into service.

Major Duties:

  • Identifies repair/rehab and cyclic maintenance projects and develops project proposals and funding requests in the Project Management Information System (PMIS) detailing personal services, materials, and equipment.
  • The employee has full authority and responsibility for technical and administrative supervision of all skilled work involved in the operation, maintenance, and rehabilitation of park water treatment and distribution systems, and wastewater collection and treatment systems in widely dispersed and located in remote, arduous locations.
  • Develops scope of work for contracts and acts as Contracting Officer's Technical Representative (COTR) and/or the Contracting Officer Representative (COR) on contracted work. Ensures contractor's follow terms of the contract, rules and regulations, and adheres to contract drawings and texts.
  • The incumbent is responsible for the full compliance with Federal and State Regulatory requirements for this program. Works closely with and maintains a positive. professional relationship with Federal and State Regulatory agencies. Includes but not limited to the EPA, Public Health Service, and the Arizona Department of Environmental Quality.
  • Promotes the participation of subordinates in management programs such as suggestions: quality assurance and cost reduction. Schedules employee leave to ensure coverage for critical operations sets level of performance.
Area Information:
This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches.

Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.

South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • Occupancy of government quarters is required.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You must possess and maintain a current State Water Treatment and a current State Wastewater Treatment Grade 3 or higher Certifications. Please indicate the level of certification you currently possess.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least 18 years old.

Qualifications

Selective Factors (Screen Out): You must have a 1) current State of Arizona Water Treatment Grade 3 or higher certification and a 2) current State of Arizona Wastewater Treatment Grade 3 or higher certification. Certifications from other states with the same grades may be considered if it has reciprocity from Arizona State. It is strongly encouraged to also upload this certification document into your application package as well.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. To be found minimally qualified you must be able to perform simple Utility Systems Repairer Operator tasks under the close supervision of a work leader who observes the tasks I am performing and ensures that I perform them properly. Examples of such experience include: (1) operating and maintaining water plants and water treatment plant equipment; (2) performing inspection checks, providing maintenance and repairing or replacing water treatment or distribution equipment; (3) operating and maintaining wastewater systems and treatment equipment; (4) planning water and wastewater systems maintenance and rehabilitation.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR 575.102 is not eligible for a recruitment incentive.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work requires considerable walking, standing on concrete floors, and climbing stairways and ladders. Light to moderate physical effort is necessary to turn valves and controls. The incumbent frequently lifts and carries items weighing up to 50 pounds unassisted, and occasionally lifts and carries heavier items with assistance of other employees or with the help of lifting devices.

Working Conditions: Work is performed indoors and outdoors in temperatures ranging from -20 to 120 degrees and in all types of weather conditions. The supervisor may be exposed to chemicals, sewage, disease organisms, mechanical and electrical hazards, and wet and slippery surfaces.
